Lead on range of activities across the Finance Directorate and Trust to ensure timely production of a well structured and deliverable service transformation programme that incorporates the Trusts Cost Improvement Programme (10.5m approx), reflecting local and national targets, regulatory and contract arrangements. Provide internal challenge to the operational activities and in the delivery of projects within the CIP programme of the Trust.Oversee programme, project and change management processes to support the delivery of CIP/Service transformation aligned to the Trusts strategic priorities and the work of the Programme and Project Teams.Advise and support the Director of Finance and Performance, senior managers within the directorate and members of the executive team in relation to key projects.Advise and support managers, particularly in relation to significant service change issues that are of interest to the media and national or local politicians or active local or national interest groups

Actively lead, manage and direct support staff to advise and work with Executives, Project Managers and their teams on the development and delivery of projects across the organisation. Requiring pro-active involvement in the planning, execution and performance management of projects which may be cross-functional, high profile and critical to delivery of the Trust's strategic objectives (primarily Cost Improvement)Lead on the design, development and implementation of the Programme Management Function as part of the overall performance management framework for Cost Improvement• Create, establish and embed an assurance framework across the organisation for all projects reporting to Programme Office. • Create, develop and maintain a monitoring and reporting structure to evidence delivery of all projects managed within the Programme Office• Develop, create and implement a quality measure framework to provide assurances for all projects linked directly to Patient Safety and Clinical Quality.• Create, implement and maintain Policies and procedures to support all staff across North East Ambulance Service when delivering a project.• Support, advise and manage the interfaces and communications between projects with interdependencies across programmes • Determine and develop business cases and secure capacity to maintain the function in the short and long term, planning for the strategic requirements of the organisation.• The line management of of project teams and support staff, including setting and monitoring objectives and personal development plans ensuring they are highly motivated, operate to the highest professional standards, and comply with all relevant internal and external standards, regulations and instructions, including Quality Assurance in both terms of projects and ensuring quality of service and patient safety is integral to their roles.
