Moss was selected to lead the Ferguson Police Department in March of 2016, beating out 58 candidates in a nationwide search on the heels of civil unrest in that city cause by the shooting death of Michael Brown Jr., by a former Ferguson Police Officer. This selection made Moss the first African-American to lead the agency. Moss served to rebuild the department and implement the mandates of a consent decree agreement between the city and the United States Department of Justice. Moss stepped down to return to his native state of Florida in November of 2018 to aid his ailing mother.

Mr. Moss joined the Miami Police Department (MPD) in September 1984, and he has worked in several units throughout the MPD. The lion's share of his time was spent in the Homicide unit where he investigated murders and other violent crimes. In October 1996, he was appointed to the Public Information Office (PIO) where he served as a departmental spokesperson and community liaison. In May 2008, he became the Commander of PIO, MPD's main face and voice with regard to television, print and radio media at the local, national, and international levels. As a part of district 6990, Delrish travelled to the Philippines as a part of a Group Study Exchange in 2009 representing Rotary International. In November 2011, he was promoted to the rank of Major where in addition to his previous tasks, he now heads the Community Relations Section, PIO and he oversees and holds a seat on the board of "The Do The Right Thing Program", a not-for-profit organization that recognizes children for positive and productive behavior. As a Major in charge of Community Relations and Public Information/Media Relations, Mr. Moss serves as the chief spokesperson and he is responsible for all community outreach, strategic communications, issue and image management, and crisis mitigation and he develops communication/media strategies for all new departmental initiatives. Major Moss is also the President of the Miami Police Athletic League, which is a nonprofit organization designed to help youngsters avoid destructive behaviors and grow to become positive productive citizens by partnering with law enforcement officers and other caring adults who mentor children through academic and sporting activities. In addition to these other activities, Major Moss holds a seat on the board of directors for both The Urban League of Greater Miami and Safe Haven for New Borns.
