Operate a multifaceted Family Resource Center that provides basic necessities, parent education through Triple P Positive Parenting training, and connects at risk families to additional community resources to reduce the likelihood of maltreatment and to prevent the need of out of home placement and Division of Family and Children Services intervention. Responsible for performing grant requirements, managing fiscal and programmatic functions, developing policy and procedures, and designing and evaluating programs in relation to contract requirements.

• Complete Structured Analysis Family Evaluation (SAFE) home study reports for foster home licensure, in compliance with Office of Provider Management (OPM), Office of Residential Childcare (ORC), and Bloom Policies and Procedures. • Identify and complete foster home policy violations and develop Corrective Action Plans in response to inquiries from the Department of Family and Children Services, OPM, and ORC relative to foster home compliance issues.• Develop yearly training goals. Participate in Bloom strategic planning and PQI activities.• Represent Bloom at community and civic functions for program marketing, and advocacy of child welfare best practices. Recruit 4-5 families to meet agency’s quarterly contractual agreements.• Facilitate IMPACT and agency pre-service training to prospective foster parents for licensure.

• Oversaw the Family Visitation Center (FVC), and Safe Child Custody Exchange (SCCE) programs. Developed scheduling protocols, planned and coordinated program activities. Oversaw program budgeting. Developed COVID-19 guidelines and protocols in alignment with state and federal guidelines. Developed surveys and questionnaires to measure the effectiveness of program services.• Facilitated FVC & SCCE training to staff and volunteers. Recruited volunteers, ensured the retention of 20-30 volunteers, and enrollment of 30-40 child welfare families during program year. Prepared monthly and quarterly program reports.• Provided direct supervision, coaching, and case management to three staff members, and volunteers. Attended DCFS partner meetings and Design & Implementation meetings to discuss, assess and evaluate program operations for improvements. • Developed Memorandum of Understanding’s with local faith based centers for family visitation sites, and with Law Enforcement for custody exchanges sites. Developed Quality Assurance Plans for program improvements and success. Presented on programs at public forums to market programs. • Attended Technical Reviews and developed Corrective Action Plans in response to program improvements.

• Outsourced by DCFS, conducted home assessments and evaluations and interpreted applicable laws, regulations, and written directives to resource families for kinship placements. • Attended partner meetings with DCFS to ensure grant requirements and measures were met.• Facilitated RFA training to prospective kinship foster parents for licensure. Provided technical support to staff. Acted as case manager and served as liaison between agency, DCFS, and service providers. Responsible for budgeting acquisition, and purchasing of furniture for resource family.• Collaborated with DCFS, Probation, and community partners to develop supportive service plans to resource families.

• Utilized creative outreach as a tool to initiate, retain engagement and retention of participants. Assisted participants in identifying and utilizing community resources to develop individual strategies, problem solving, and coping skills.• Provided counseling and direct services related to health & wellness to participants for home based services. Assessed participants using mental health screenings to identify risks. • Established partnerships with community based organizations for developments of service plans for participants.
