The NACo officers are responsible for the property, funds and business affairs of the association in the absence of the Board of Directors, and exercise all powers and authority granted by the Board of Directors. The officers are elected each year during the Annual Business Meeting at the association’s annual conference in July.Prior to being elected NACo first vice president, Winfrey served as chair of NACo’s Community Economic and Workforce Development Policy Steering Committee and a member of NACo’s Large Urban Counties Caucus.

The Silver Cross Foundation’s volunteer board of directors works closely with the hospital, civic, community, and business leaders and organizations to identify philanthropic opportunities and ensure that all contributions are invested appropriately.
