• Serve on Executive team with Executive Director and Deputy Director.• Lead agency legal division and supervise legal staff on wide array of issues, including rule promulgation, all litigation matters (civil and administrative), record requests, employee matters and gaming compliance issues. • Agency legislative liaison, responsible for drafting proposed legislation, reviewing proposed legislation for potential impact, testifying at hearings and consulting with legislators.• Support agency anti-money laundering, responsible gaming and gaming integrity initiatives and programs.• Counsel to the IGC’s seven Commissioners on all gaming laws and regulation.• Communicate with high level executives from casino operators, sports wagering vendors, and gaming suppliers on a variety of operational matters, including debt transactions, transfers of ownership, asset acquisitions and other business initiatives. • Responsible for all legal matters related to competitive casino license process in Vigo County, Indiana.

• Following passage of IC 4-38, played integral role in creating IGC’s sports wagering regulatory regime, promulgated formal rules under 68 IAC 27, drafted sports wagering technical standards and directives.• Supervised investigative staff regarding sports wagering regulatory and criminal matters, including payment fraud, account takeover, and platform cyberattacks. • Responsible for internal testing of mobile sportsbook platforms. • Developed all sports wagering policies and objectives, including the creation of IGC’s Change Management Directive, which has been utilized by other jurisdictions and referenced as a guide in Gaming Laboratory International’s Change Management White Paper.• Acted as primary contact for sportsbook licensees, suppliers, payment processors, affiliates, professional and collegiate sports leagues, and any other stakeholders. • Trained IGC staff on sports wagering matters and provided several consultations to other jurisdictions regarding Indiana’s launch of sports wagering. • Speaker to college athletes and athletic staff on sports wagering integrity issues.

Supervised legal staff and managed all duties of the IGC’s legal division, including the coordination of IGC’s quarterly business meeting and drafting or review of all supporting documents for Commission consideration.

• Provided legal representation on behalf of the State of Indiana, its agencies, officials and employees in Indiana state and federal courts. • Handled all phases of litigation, including research and preparation of pleadings, motions practice and briefing; consultation with clients; investigation of facts; all phases of discovery; appearance in court for all hearings and conferences; negotiation of settlements; and trials.
