Director of a separate operational MTC Technologies business entity providing the full range of professional engineering, design, acquisition, logistical, and integration services to US Army and Federal Agency Customers located primarily in the Fort Monmouth, NJ and New York City, NY areas. Major efforts included developing homeland security solutions, platform systems integration, research and development, and program management office support. Manage major facilities located in Eatontown, NJ and Neptune, NJ with a workforce of 80 personnel and annual revenue of over $20 million. Extensive use of IDIQ contract vehicles both as a prime and as a subcontractor. Business development manager for the Mission Systems Engineering Business Unit responsible for the conduct and management of all Business Development (BD) activities in support of five departments – Army Programs; Navy Programs; Marine Corps Programs; DISA Programs; and Joint Interoperability Programs with revenues in excess of $30M annually. Performed duties as a capture manager and proposal manager. Prepare pursuit, capture, and Bid & Proposal funding requests; Prepare and submit weekly and monthly BD reports; Conduct BD reviews; Chair potential opportunity reviews; Conduct Customer visits; Maintain status of opportunities and proposals; Assess and coordinate the acquiring of teammates. Program manager, Satellite Communications Systems, responsible for providing management, administrative, technical, and logistical support for the continued development, maintenance, and upgrade of strategic and tactical satellite systems under the purview of the Program Management Office, Defense Communications And Transmission Systems (PM DCATS). Support includes advising and assisting on all technical and readiness matters relating to satellite and terrestrial transmission programs, the planning and development of advanced concepts based on user requirements, engineering and analysis of hardware and software interoperability requirements, and assist in all matters pertaining to integrated logistics planning for new systems and support for fielded systems. Provide administrative, systems engineering, and technical services to the SATCOM Engineering Laboratories in the conduct of research, development, testing, and certification of satellite components and systems. Also manage support provided to the C-E LCMC Software Engineering Center (SEC)in the development of common Army-wide data products and services for the migration of current "point-to-point" data exchange to a net centric "many-to-many" exchange of information. Senior Manager responsible for the development, implementation, performance, training, and maintenance of command and control systems in support of the U.S. Army. Program Manager for the Maneuver Control System, an automated decision support/information system that is the tactical maneuver commander’s key tool for planning, directing, controlling, and coordinating combat operations. Responsible for the design and development for the Army’s portion of the Joint Tactical Common Operational Picture (COP) Workstation (JTCW) in concert with the U.S. Marine Corps. Program management oversight for the U.S. element of the Multilateral Interoperability Programme, an International program to achieve interoperability of disparate C2 Information Systems in support of Coalition operations. Program Manager for a time & material contract providing C2 systems technical field support at various locations throughout the Continental U.S., Korea, Germany, Kuwait, Iraq, and Afghanistan. Manager of multiple time and material (T&M) Command and Control (C2) projects providing critical engineering, analytical, technical, developmental, and logistical services in support of the MCS program through various U.S. Army customers. Exercised complete management oversight of nine projects with a contract value of $30 Million and employing seventy-three personnel.

Program manager for the design and development of a fully integrated and interoperable federal, state, and local public safety telecommunications network using the land mobile radio as the core element. Effort included technical analyses, design engineering, modeling and simulation, case studies, implementation of testbeds, and establishment of recommended standards. Managed activities of 38 personnel. Departments of Justice and Treasury equally shared responsibility for governmental oversight.

Responsible for the acquisition of all common user strategic and tactical satellite earth terminals and network/communications control systems in support of Department of Defense Services and Agencies. Execution of 47 National and 1 International satellite programs with a combined program value of nearly $2 billion with a direct staff of 105 personnel. 1992-1993: Special Assistant to the Program Executive Officer, Communications Systems, Fort Monmouth, NJ.
