Dennis is an experienced appellate and trial lawyer. He combines expertise in regulation and regulatory matters, administrative law and environmental law, and non-profit governance with extensive litigation, trial and appellate experience. Dennis recently has represented clients in matters involving the constitutionality of legislation and regulations, legacy municipal landfills, public water suppliers and the Pa. Public Utility Commission, water allocations by the Susquehanna River Basin Commission, medical marijuana, renewable energy, defamation and 5th Amendment takings. During his nearly 28 years of Commonwealth service, Dennis litigated and argued complex cases at trial and on appeal before administrative tribunals and state and federal courts, prosecuted selected criminal matters as a Special Deputy Attorney General, and developed expertise in Pa's Right to Know Law, Section 1983 actions, the 11th Amendment and regulatory takings. Dennis has been lead counsel in many notable appeals and has authored amicus briefs before the 3rd Cir., the 6th Cir., the Pa Supreme, Superior and Commonwealth Courts and courts of common pleas. At the trial level, he was lead counsel for three Commonwealth agencies in their action to prevent the privatization of a portion of the Little Juniata River, a world class trout fishery, and he has litigated issues as diverse as the 1st Amendment right to petition government and the preemptive effect on local land use ordinances by state statutes. He is an adjunct professor at Widener University Commonwealth Law School and was appointed by the Pennsylvania Bar Assn. (PBA) President to the PBA Amicus Curiae Brief Committee, a specialized committee whose membership is limited to such appointees. Dennis also is active in PBA's Administrative Law Section and Appellate Advocacy, Federal Practice, Statutory Law and Shale Energy Law Committees; is a past President of the Pennsylvania Bar Institute and a past Chair of the Administrative Law Section; and, was a member of the Environment and Energy Law Section Council from 2011-2015. Dennis is an experienced manager, and is the only person ever appointed as Chief Counsel to both Pa resource agencies: the Department of Environmental Protection, the largest executive agency legal office; and the Department of Conservation and Natural Resources, the agency with stewardship responsibilities over PA's parks and forest lands.
