Developed and maintained Standard Operating Procedures for Command and Control (C2) Watch Officers and Branch Chiefs (BC) for a more streamline process during critical and/or crises events effecting the Agency. Created new evaluation/feedback processes to track and improve upon training topics and procedures. Additionally, we utilized this information to incorporate new training that better served the watch teams with their daily work roles.

I directed development of Brimstone collaboration modeling software; documented requirements for follow-on enterprise programs; and enabled predictive analysis and anticipatory, model-driven collection.Utilizing various verbal and written communication techniques, I developed and delivered analytic models, and procedures, leading brainstorming sessions on a wide variety of intelligence topics that enabled knowledge preservation and collaboration serving as community best practices across the IC and as an exemplar throughout the NGA Analysis Directorate. Assisted in the development of new analytic software to be used in conjunction with collection and analytic efforts across the IC by utilizing observation management techniques. My efforts resulted in an NGA branch winning an ODNI award for their team’s analytical work based on the analytic model I created for them.

Insider Threat Analyst

I used analytical software to detected, deterred, and mitigated threats to NGA personnel, technology, information and systems by analyzing combined data sources to identify anomalous events and counter threats posed by trusted insiders. I educated the NGA workforce on the risks insider threats pose to the agency through briefings and training material. I provided support to internal and external investigations for threats against personnel, threats to self, financial discrepancies, and the misuse of government systems. As the NGA-West/NST Leading Chief Petty Officer, I was responsible for the written evaluations, awards, pay, administrative needs, and discipline of all Navy and Marine Corps members at NCW and across five other geographical locations.As an analyst in the Insider Threat Office, I conducted heightened monitoring investigations related to misuse of government systems while reviewing more than 80,000 lines of data. While working as a team, we conducted an in-depth review of current SOPs concerning office internal systems policies. We coordinated with the software developers and were able to update the policy to make the software work more effectively. As the NGA West/NST Leading Chief Petty Officer and supervisor, I created NCW’s first; Command check-in process, Command Fitness Program, Mentorship, and Sponsorship Programs.

I mentored and trained junior analysts on GEOINT tradecraft, production standards, and sensitive analytic techniques and structured Observation Management/Activity Based Intelligence to accomplish integrated analytic outcomes, while ensuring initiatives aligned to NIPF, supported command and policy maker priorities. Additionally, as the Unit liaison to NGA, I developed and maintained a database for more than 30 unit personnel, tracking analytic training, and security information to include acting as the primary POC for scheduling polygraphs. I led daily production and managed all training and tradecraft requirements for ONI 0813. My leadership, technical expertise, and initiative were recognized through my selection as both the Office of Naval Intelligence’s Reserve Sailor of the Year and as the National Vice Admiral Rufus L. Taylor award recipient presented for leadership, technical acumen and drive to better the IC. My efforts in building ONI’s knowledge base, and for applying new tools to the Counter Piracy and Counterterrorism team problem set resulted in the team being recognized as one of ONI’s main centers for analytical excellence.

Fmv Analyst

As a GEOINT/Full Motion Video (FMV) Analyst, and Military Team Lead, I worked within a 24/7 environment where the rapid turn-around of accurate GEOINT and the ability to successfully adapt to rapidly changing requirements directly impacted lives on the ground. I led and directly supported a first-phase team utilizing GIS systems such as ArcGIS and the NGA IEC architecture as a force multiplier, in the capture, recording and manipulation of data providing technical expertise and analysis in support of more than 75 Intelligence, Surveillance, and Reconnaissance (ISR) missions and more than 800 mission hours in support of US and Coalition Special Operations units through real-time FMV exploitation to counterterrorism operations and target development during daily missions. Additionally, I provided analytic mentorship in tradecraft development and assisted in the advancing of techniques, tactics and procedures in lines with supported customer requirements. I directly contributed to the rapid turn-around of GEOINT and FMV support to combat and personnel recovery missions. I provided pivotal force protection support while providing, real-time communications as well as comprehensive written mission summaries that conveyed important intelligence value, meeting stressful timelines, and upholding rigorous standards for quality, my efforts drove both tactical and strategic planning and resulted in the capture/kill of more than 40 enemy insurgents to include two High Value Individuals (HVIs). Additionally, my leadership in assisting/mentoring analysts ensured all production requirements, mission assurance requirements and inter-agency integration efforts were met, and NGA quality standards were implemented/compliant with supported customer analytic directives and standards. These efforts directly contributed to CTAAC being recognized as a Center for Excellence and the community preferred site for FMV training and tradecraft.

Senior Geoint Analyst

I was hand-selected by the Commanding Officer (CO) of Office of Naval Intelligence (ONI) 0813 to stand-up a new full-time analytical support position for ONI’s Kennedy Irregular Warfare Center (KIWC) providing deployment, exercise and imagery targeting support for active operations, contingencies and strategic Naval Special Warfare initiatives world-wide. Utilizing NES, ArcGIS, Remote view and various information sources, I employed data mining and intelligence fusion techniques to research, exploit and report, target data. Additionally, I established a network of reach back support to KIWC, actively facilitating information exchange, idea sharing and diversity of opinion. Filling a critical reporting gap, I exploited well over 3000 images, I produced more than 740 GEOINT products, including four baseline reports, providing detailed reporting information over new target areas. I enhanced my unit’s analysis by establishing regular production meetings with the supported command, and functional stakeholders to provide cross-enterprise guidance on AOR related stability issues. Adapting to changing requirements and incorporating best practices I increased exposure and deepened my teams tradecraft knowledge/competencies and was recognized as an exemplar for collaboration, accurate and relevant analysis which influenced NSW strategies world-wide
