About Derek Marsh
I was with the Westminster Police Department for 26+ years and I'm a graduate of FBINA Class #224. I retired from WPD in 2013 at the rank of Deputy Chief. Since my retirement from law enforcement, I have pursued three areas of interest. First, I have been an Adjunct Professor at Vanguard University, Costa Mesa, where I teach an undergraduate course in Human Trafficking. I worked with the Orange County Human Trafficking Task Force and with CSP, Inc., to continue to teach throughout the state and develop curriculum for first responders in human trafficking. Finally, I have also had the opportunity to pursue my technophile urges, and was an Associate with Sciens Consulting Corporation, which pursues integrated justice projects nationwide. Currently, I was awarded the BJA Fellowship in Human Trafficking in October of 2015. I will be working with the BJA, BJA TTAC, OVC TTAC and human trafficking task forces and their affiliates in the United States to learn more about how to better identify, investigate and prosecute labor trafficking cases. Due to time commitments required of this new position, I am focusing my efforts exclusively with the BJA. I am looking forward to the challenges of this new position.Human Trafficking ExperienceIn early 2004, I helped start the Orange County Human Trafficking Task Force (OCHTTF). I served as the co-chair of the Orange County Human Trafficking Task Force from 2004 through 2012, during which time I had the opportunity to develop and teach four different California POST certified courses in human trafficking across the state of California, assisted in designing and creating law enforcement/ first responder briefing training DVDs, and testified in front of Congress twice as an expert witness regarding local law enforcement issues in human trafficking (in 2007 and 2009). I also provided oversight for sex and labor trafficking investigations. The OCHTTF has been one of the federally funded BJA task forces since 2008.
