For the Nuclear Regulatory Commission, I was responsible for managing fourteen (14) task orders for WEB and Client Server software development/maintenance activities. For these projects, I designed, developed, documented, and tested software that contained logical and mathematical solutions to the NRC’s business/mission needs. My other responsibilities included application of the appropriate standards, processes, procedures, and tools throughout the development life cycle. I applied knowledge of computer hardware and software, subject matter to be programmed in business/mission applications and used information processing techniques such as requirements gathering from system users to develop software and ensure that software standards are met. I was also responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, and work assignments.

Led and managed multiple projects (Child Care Bureau Information System, ChildCare.Gov, and AfterSchool.Gov) that were cross-functional and multi-disciplinary project teams. Reporting responsibilities included the creation of trending reports (Crystal Reports) and statistics, and results of trending information comparisons versus National Core Indicators to DHS upper management and court compliance officials. I was responsible for the software development life cycle of NEDSS (JSP, XML, SQL, J2EE frameworks, Struts) with total responsibilities including the management of software programming, design, planning, installations, and testing. Other responsibilities included Project Manager for Washington, DC’s Department of Health HIPAA compliance with responsibilities for the installation and implementation of WINASP (HIPAA Compliance Software).

I resolved all Integrated Disbursement Information System (IDIS) related production problems and led support to the implementation of software via the HUD standard release process. These activities involved the following responsibilities: prepared and maintained IDIS Project Plans, reviewed plans with Community Planning Division (CPD) and HUD IT; participated in requirements analysis sessions and design of system enhancements; provided input on time estimates for tasks; maintained list of projects priorities and addressed changes as they evolved; reported to HUD senior management on problems and progress, highlighting any issues or concerns, with accountability for all aspects of software projects to HUD management; reviewed and approved updates to documentation; assisted HUD management during annual HUD budget process; coordinated support of the IDIS project by other IT groups within HUD as needed; gathered monthly statistics on IDIS processing; and converted IDIS (CICS, COBOL, and DB2) Mainframe Application to Web based (Cold Fusion) Application.

Functioned in an IT support services role with primary responsibilities in applications development and testing.
