Work with the Office of Human Research Protections (OHRP) on HIPAA-related issues that arise in the implementation of the Common Rule. Provide technical assistance to covered entities and other key stakeholders on HIPAA-related research issues.

Serve as a Senior Privacy Policy Analyst for health information privacy within ONC’s Office of the Chief Privacy Officer. Provide policy options and recommendations to the Chief Privacy Officer and the National Coordinator for Health IT on a wide variety of privacy policy issues. Have significant experience coordinating across various ONC offices and HHS agencies for rulemaking and guidance development to ensure privacy policies for electronic health information are consistent with ONC priorities. Served as the senior editor for ONC’s report to Congress mandated by the HITECH Act, titled, Oversight of Privacy and Security of Non-HIPAA Covered Entities.” Led the development of a legal and ethical framework for patient- centered outcomes research (PCOR) and coordinated efforts to better align state laws with HIPAA to further interoperability. Also worked on the development of patient and provider-facing education materials about electronic health information privacy, use, and exchange.

Conducted research on issues relating to health information technology, barriers to health care quality, and health care disparities. Primarily responsible for researching and writing a significant portion of content for publication on a comprehensive health information website (www.healthinfolaw.org), which included extensive research and analysis of state and federal laws on health information privacy and confidentiality, medical records laws, and patient safety laws. Conducted analyses on trends in state law related to the exchange of health information, privacy policies, and care coordination activities. Worked as a government subcontractor to examine issues related to the implementation of the health insurance marketplaces. Issues examined included risk corridors and reinsurance as well as an analysis of HHS issued regulations on market standards in the marketplaces. Additional responsibilities included research on requirements, implementation, and state progress on the Affordable Care Act and the health insurance marketplaces by tracking regulations at the state and federal level. Worked on publications on Medicaid expansion for the Commonwealth Fund.
