  • Ministerio De Producción Y Trabajo De La Nación
Under-Secretary Of Productive Development And Planning
Ministerio De Producción Y Trabajo De La Nación Aug 2018 - Dec 2019
    Buenos Aires, Argentina
In my role as Under-secretary for Productive Development and Planning, I led a team of two national directors and more than 40 analysts. I was responsible for supervising and management of economic activity and labor market monitoring, structural and industrial organization analysis of strategic sectors, applied research on productive development policies, and policy advice for ministry and government-wide strategic initiatives. Continuing the work initiated while I was National Director, I furthered the development of the Under-secretariat's architecture and infrastructure for data collection and processing, contributing to our area becoming a reference and focal point for data analysis and open government data initiatives within the Ministry and beyond. During 2018 and 2019, I was actively involved in and supported discussions about the Argentine government's strategy regarding digitalization, the future of work, skills development, and vocational and professional training. Among other initiatives, I led the development of a National Skills Anticipation Survey for Argentina, I co-led the Private Sector Roundtable of the National Plan for Artificial Intelligence, co-organized the Buenos Aires City Autonomous Vehicles Scrum with the Private Sector (together with Buenos Aires City Government and Harvard Kennedy School's Taubman Center for State and Local Government), co-led the technical team behind the development of the Argentine Industry 4.0 Plan, and continued to represent the Ministry of Production and Labor at Argentina's Spacial Data Infrastructure (IDERA).As a follow up of the work achieved during the G20 Argentine Presidency, in 2019 I represented Argentina at the OECD Working Party on Measurement and Analysis of the Digital Economy.
  • Ministerio De Producción De La Nación
National Director Of Productive Development Strategies
Ministerio De Producción De La Nación Feb 2016 - Aug 2018
    Buenos Aires
As National Director of Productive Development Strategies of Argentina I led an applied research unit producing technical background work and advice on productive development strategy and policy design. Our areas of work included trade policy, industrial development, productivity analysis, firm dynamics, policies targeted at MSMEs, smart cities, human capital development, and the application of data science tools and techniques to improve processes and targeting of public policies. The unit was also involved in liaison and outreach activities with academic institutions and international organizations to build capacity and strengthen the ties of the Ministry with the research community. Among other achievements, our work provided fundamental background research and recommendations for Argentina's National Productive Plan in 2016 and the Knowledge Economy Promotional Regime during 2017-2018. As part of my duties, I was a member of the Argentine delegation in the G20 Digital Economy Task Force (DETF) in 2018, participating as policy focal point for the measurement of the digital economy topic. In this context, I coordinated the work of leading international organizations, including the OECD, World Bank, IMF, UNCTAD, ITU, and ILO, for the development of the G20 Toolkit for Measuring the Digital Economy, an unprecedented multi-stakeholder effort in the G20 process. Leading to the 2017 Salta Ministerial Summit, I played an active role in negotiations and drafting behind the G20 DETF Ministerial Declaration.I also led the development of the Ministry of Production's spacial data infrastructure and represented the Ministry at Argentina's Spacial Data Infrastructure (IDERA) during 2017-2018.

Under the supervision of Prof. Andrés Rodríguez Clare and James Tybout, and together with Prof. Jonathan Eaton, Kala Krishna and Bee Yan Aw-Roberts, I participated in a project to explore export growth determinants in Bangladesh. We uncovered the prevalence of born-to-export firms, who tend to be larger and exhibit lower rates of exit than those of comparable countries. We developed a conceptual and quantitative framework for interpreting export booms and studying the implications of the “born-to-export” phenomenon for future export growth in Bangladesh and other developing countries.More information is available here: http://www.theigc.org/project/export-growth-determinants-in-bangladesh/http://www.theigc.org/project/searching-for-exporting-and-fdi-in-in-bangladesh/
