Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP)This discretionary grant program is designed to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. GEAR UP provides six-year or seven years grants to states and partnerships to provide services at high-poverty middle and high schools. GEAR UP grantees serve an entire cohort of students beginning no later than the seventh grade and follow the cohort through high school. GEAR UP funds are also used to provide college scholarships to low-income students.The University of Washington GEAR UP grants (1999) serves students in eastern and northeast Washington. RISE UP/SKY GEAR UP UW grants are currently serving 10th, 11th and 12th graders for a total of 8,858 GEAR UP students.

The University of Washington TRiO Educational Talent Search program identifies and assists individuals from disadvantaged backgrounds who have the desire and potential to succeed in higher education. The program serves 682, 8th – 12th grade students attending participating schools in Skagit, Smohomish and Yakima Counties. Potential services include: academic assistance, career awareness and exploration, college awareness and admissions assistance, financial aid information and application assistance, economic and financial literacy, tutoring, as well as campus field trips and cultural events. Participants are encouraged to graduate from high school and continue their education at a post-secondary institution of their choice. Oversees the coordination and administration of all aspects of an ongoing program including planning, organizing, staffing, leading, and controlling program activities.Primary Duties and Responsibilities:Plan the programPlan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.Develop new initiatives to support the strategic direction of the program.Develop and implement long-term goals and objectives to achieve the successful outcome of the program.Develop an annual budget and operating plan to support the program.Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement.Develop funding proposals for the program to ensure the continuous delivery of services.Organize the programEnsure that program activities operate within the policies and procedures of the program.Ensure that program activities comply with all relevant legislation and professional standardsDevelop forms and records to document program activities.Oversee the collection and maintenance of records on students served in the program for statistical purposes according to the confidentiality/privacy policy of the program and institution.Staff the programIn consultation with the Human Resource Director, recruit, interview and select well-qualified program staff.Implement the human resources policies, procedures and practices of the institution.Establish and implement a performance management process for all program staff.
