DOD LOGISTICS SUPPORT: Provides special knowledge of DOD supply chain and logistics processes, missions and interrelationships. Providing subject matter expertise to DLA Business Case Analysis (BCA) Instructions and the template; reviews DLA BCAs for completeness and adherence to OSD acquisition policy; rewriting DLA Product Support Instruction and template.BUDGETING AND FINANCE: Provides input and oversight to the Agency's Program Objective Memorandum (POM)/Program Budget Review (PBR), and Mid-year Reviews related to the applicable business/program area(s). Coordinates and provides J3 input to the DLA Annual Financial Report to OSD and Congress. NATIONAL DEFENSE AUTHORIZATION ACT: Develops DLA-originated legislation, regulation, directives, and guidance in coordination with DLA executives, functional managers, and staff as well as OSD officials, and works with them during the process of approval and implementation. Reviews legislation, regulation, directives, and guidance originating outside the Agency. Reviews and interprets the intent and impact of new or changing policies and procedures on existing/envisioned functions. Develops and/or challenges concepts, and provides recommendations and related analysis when dealing with precedent setting or problem situations. HUMAN CAPITAL MANAGEMENT: Performs as DLA J3 Life Cycle Logistics Functional Community Manager and Human Capital Manager to forward Acquisition Workforce Certification processes. Coordinates training certification requirements to over 2500 DLA logistics employees. Coordinates competency development for the DLA logistics community and forecasts personnel needs using automated tools.PRODUCT SUPPORT ASSESSMENT TEAM (PSAT): Provides input to USD (AT/L)on maximizing product support strategies that enable effective and efficient use of resources, develops continual educational modules and promulgating acquisition strategies. Promotes performace based strategies within DLA J3.

Conducts studies and analyses of projects assigned to the Warfighter Requirements Directorate. Has a primary focus on DoD process improvements bringing change to the battlefield. Uses an extensive knowledge of Department of Defense (DoD) acquisition and maintenance management regulations, policies and procedures to a advise project officers on writing effective performance work statements. Analyzes and makes recommendations, improvements and /or modifications to requirements and tasks based upon overall knowledge of warfighting issues, service requirements, operations or OSD policies and programs. As a contracting officer’s representative (COR) performs a wide variety of contracting functions and technical liaison between contractors and the contracting officer (KO) which helps ensure satisfactory performance and timely delivery as set forth in the contract. Uses WAWF and other payment methods to ensure contractors are paid promptly. Validates contractor performance and adherence to rules and laws, verifies that contract personnel have valid Letters of Authorization(LOA) from the Synchronized Predeployment and Operational Tracker (SPOT) and Common Access Cards (CAC). Responsible for managing, planning, organizing and administering annual and multi-year budgets. Analyzes budgetary and financial aspects of the directorate’s on-going operations to identify fiscal, budgetary and accounting vulnerabilities and makes recommendation/incorporates solutions to resolve problems.

Program Manager for Test, Measurement and Diagnostic Equipment, Marine Corps Systems Command. Position programs and responsibilities included: • Manage Automatic Test Equipment (ATE), Autonomic Logistics, Visual Information Systems, Measurement and Prognostic/Diagnostic Equipment projects totaling an annual budget in excess of sixty-seven million dollars• Lead a large staff of active duty service and civilian personnel at multiple military installations.• Approve funding documents and Statements of Work (SOW) • Direct both internal and outside contractors support The position encompassed financial management skills, acquisition documentation, Logistics planning, policy and procedures determination. Member of the Deputy Under Secretary of Defense (Logistics and Material Readiness) Conditioned Based Maintenance Integrated Product Team (IPT) and extensively involved in Reliability Centered Maintenance (RCM), Automated Identification Technology (AIT), Unique Identification (UID), and Logistics Transformation/Modernization (LogMod). Worked with representatives from Marine Corps Deputy Commandant, Installations and Logistics, Marine Corps Logistics Command and Marine Corps Systems Command in defining strategy and goals for TLCSM.

Directed a large school section that taught artillery, survey and radars systems operations and maintenance to U.S. and allied students, drafted and approved programs of instructions, conducted course content and validity reviews. Provided guidance to over 100 military and civilian instructors and support staff that are responsible for the teaching of over 1000 students annually. Approved and edited plans of instruction, modified classes, approved student orders, edited professional journals and publications for accuracy and screen for classified/sensitive material. Planned and approved branch operations and maintenance budgets; approved supply and maintenance requests; evaluated military and civilian personnel performance. Coordinated with Marine Corps Training and Education Command (TECOM) and US Army Training and Doctrine Command (TRADOC) on movement and placement of USMC students in Army Schools. Experienced writer and editor for military journals, personnel evaluations, awards, training curriculum, job and program descriptions, various and diverse types of correspondence to the U. S. Congress, policy and directives from Service Headquarters, and inter-service agreements. Managed the maintenance and repair for Field Artillery School Radar and Meteorological tactical systems and training devices.
