Mr. Fox is a Senior Instructor in the Leadership Education Department, with a focus on Ethics and ethical leadership and decision making. Culver’s four-year leadership curriculum is unique among leading preparatory and boarding schools and includes aspects of design thinking, classical philosophy, psychology, behavioral economics, and community based service learning. For more than 120 years, Culver Academies has developed young people for leadership and responsible citizenship through both experiential learning within Culver's student leadership and residential life systems and formal classroom instruction. Prior to joining the Culver faculty, Mr. Fox served for more than 15 years as member of the Senior Executive Service in Washington, D.C. as a senior attorney in the Federal Government, and as the Acting Director of the United States Office of Government Ethics. He is a noted authority in the area of ethics and has been interviewed by CNN, MSNBC, National Public Radio, The New York Times, The Wall Street Journal, The Washington Post, Time Magazine, CNN Money, and Politico. As a consultant, Mr. Fox has served as an adviser to the World Bank and the Government of Mexico. Mr. Fox worked with The White House Transition Project and officials from Argentina and Uruguay in preparation for those countries' 2019 Presidential elections. Mr. Fox also served as a volunteer ethics advisor to Mayor Pete Buttigieg's 2019/2020 presidential campaign.

The United States Office of Government Ethics (www.oge.gov), was created to help prevent conflicts of interest and establish uniform standards of ethical conduct in the Executive Branch of the United States Government. Mr. Fox was responsible for OGE functions that include: • Developing ethics program policies, issuing regulations, interpreting conflicts of interest and ethics laws, publishing opinions on complex and novel questions of law, training ethics officials, conducting reviews of ethics programs; • Identifying and resolving potential conflicts of interest for approximately 1000 Presidential nominees to Executive Branch positions as part of the nomination and confirmation process;• Leading implementation of major ethics reforms, such as President Obama’s Executive Order 13490 and the Stop Trading on Congressional Knowledge (STOCK) Act; and• Conducting outreach on ethics and compliance issues both domestically and with more than 110 foreign countries.Mr. Fox was a frequent speaker on ethics-related topics and principles of leadership to organizations and groups across the Government and the private sector, both domestically and abroad.

Mr. Fox served as the senior career ethics official in the Executive Branch of Government.

As Deputy General Counsel of the Air Force, Mr. Fox provided legal and policy guidance to senior civilian and military officials in the Office of the Secretary of the Air Force, the Air Force Chief of Staff, and Air Force field activities. Mr. Fox's responsibilities spanned a wide range of areas. As both the senior career Air Force ethics official and senior administrative lawyer in the Air Force, Mr. Fox's areas of practice included conflicts of interest and standards of ethical conduct, funding of major Air Force acquisition programs and activities, laws and regulations governing the organization and administration of the Air Force, and legal matters involving civilian personnel and Senior Executives.

Mr Fox began his legal career in the Navy Judge Advocate General's Corps and served on active duty from 1982 until 1988 in a variety of assignments. He served in the Navy Reserve until retiring with the grade of Commander in 1998
