Often quoted in pro-cannabis publications, he has been the subject of articles in Leafly, Politico, Bloomberg, and The Washington Post. Murphy is a former member of the Maryland General Assembly who defeated the House Majority Leader in 1994. He was the original lead sponsor of the Darrell Putman Compassionate Use Act, the first Republican led medical marijuana bill ever signed into law.With a grant from the Marijuana Policy Project (MPP) in 2002, Murphy founded Republicans for Compassionate Access where he organized two political campaigns leading to the defeat of Maryland’s top medical marijuana opponents — one a Republican state senator, the other the Democratic House Speaker.Since retiring from the legislature, Murphy has successfully lobbied Congress for passage of the Rohrabacher and McClintock spending amendments as well as SAFE Banking and 280e. In 2014, he joined MPP full-time, first as their Director of Conservative Outreach then as Director of Federal Policies. He also served as a Senior Advisor to the National Cannabis Roundtable. Murphy is currently the Director of Government Relations for the Marijuana Leadership Campaign.Over the past two decades, Murphy has lobbied in dozens of states and on Capitol Hill for an end to cannabis prohibition. During that time he has been elected to serve as Delegate during four RNC Conventions (one as Delegation Chair), proving that cannabis policy reform is not a one party issue.
