Executive Officer (deputy director) of a newly-organized directorate consisting of 220 NATO civilians and 13 international military personnel supporting 4000 staff and national representatives. Planned and conducted a comprehensive reorganization to establish that directorate, which involved establishing a NATO-wide governance model, implementing customer-relations and service management, and initiating a range of information systems revitalization programs.

Led and conducted systems development for the international staff, creating a NATO-wide automated system for committee management, including scheduling, resource analysis, administrative support, and task management.

Yongsan-Gu, Seoul, Korea

Responsible for all technical operations in a joint and multinational theater-level battle simulation center, managing a staff of 71 to perform information systems engineering and management of communications and automation in support of theater exercises. Served concurrently for one year as operations officer, directing operations of 200 military, government, and contract personnel.

I conducted challenge problem development, technology evaluation, proposal writing, and systems design in support of several DARPA research programs, including High Performance Knowledge Bases (HPKB), Rapid Knowledge Formation (RKF), and Command Post of the Future (CPOF).

Led an advanced technology group for the United States Army War College (USAWC), creating research collaborations between the USAWC, research universities, and DARPA. Designed and taught elective courses, structured around these research collaborations The resulting educational and analysis tools were recognized at IAAI-2002 with the Innovative Deployed Application Award.

Constructed knowledge-based systems using a combination of application programming, AI-based constraint programming, and optimization methods from military operations research. Wrote rule-based systems, genetic algorithms, and data analysis and visualization tools for strategic exercise assessment as well as automated course scheduling and assignments.
