Program Manager September 2014 to March 2019Program Manager for the Non-Electronic Record Systems Program which includes two (2) High Value Asset and one (1) mission critical system. I oversee multiple related projects and keep a birds-eye view of program operations. I execute established governance frameworks, perform financial management and budgeting for the program, establish project priorities and verify resources, and monitor progress across all projects. I collaborate with senior business executives to understand their business objectives and then communicate business strategies to Division Directors in the CIO's office. I also develop business Road Maps that forecast business initiatives and tie those to future IT and budget needs. Director, IT Services Division September 1999 to September 2013Responsible for the development, management, operation and maintenance of NARA's nationwide network, applications, databases, and telecommunications system. Managed NARA-wide IT hardware and software, including configuration control, installation and maintenance, and Service Desk in support of the Archivist of the United States, all the Presidential Libraries, and the Regional Record Centers. Reviewed and approved all information technology procurement actions for adherence to agency and Federal standards for 37 sites across the United States. Provided technical and administrative supervision to a geographically disbursed staff consisting of 121 Computer Assistants, IT Specialists, Telecommunication Specialists, contractors and other support staff operating the NARA network and applications. Participated in Agency strategic and budget planning. Determined division program goals, assessed and determined skill sets needed, hired personnel and assigned duties, prioritized tasks, approved use of resources, and approved budgetary expenditures Managed a yearly budget of $22.7 million providing contractor support, hardware procurement and maintenance, software procurement and maintenance, and communications support for the entire Agency. Provided expert advice and review of contractor documentation in the areas of IT Service Management for ERA Program Office. Responsible for systems deployment and led the Installation, Deployment and Support Integrated Product Team (IPT). Developed the operations approach and developed all processes and administrator guides. Led the Systems Engineering IPT and provided engineering support to the other areas in the PMO such as Risk Management, Quality Control, and Change Management. Tasked to develop ITIL Service Management processes for the Operations and Maintenance of the ERA system.
