The position involved managing a team of 20 technicians and engineers to ensure the Observatory delivers its operational program. I was also directly responsible for the CAPEX projects from initiating the concept,scoping, contract managing and final delivery, ranging in value from $200K to $1.5M.I managed an annual operating budget of $2.5M, in addition to projects, all of which require regular progress reports to the Director, Advisory Committee, User Committee as well as various funding agencies. I was responsible for preparing initial designs and costs for the facilities required for the next generation of large optical telescope. Six sites were being tested for sky clarity in remote areas in three countries; Northern Chile, Hawaii and Mexico. I started to prepare conceptual designs for each location which included the summit and support facility with offices, workshops and dormitories TMT Concept Design was for around 100 staff as well as the associated electrical, mechanical and civil services. Due to the size and complexity of the project, with many systems to be considered, a method of coordinating the various interfaces was adopted. I was directly responsible for the Interface Control Document (ICD) for the systems involved for the rotating enclosure / dome and the fixed base of the enclosure.With the facility requirements agreed upon, I engaged an architect to assist in preparing architectural preliminary designs for the summit and support facility.
