Served as the Lead IT project manager for the Vaccine Tracking System (VTrckS). VTrckS is an agency-wide public health information system and is among the seven “major” IT investments at CDC with an estimated 5 year budget of approximately 90 million dollars. VTrckS was designed to collect, process, track, and authorize payment for over 2.5 billion dollars of vaccine orders by approximately 44,000 health care providers in all 50 states (managing almost one-third of the nation’s vaccine supply). This was a large ERP project using SAP technology requiring over 70 servers hosted within the CDC Mid-tier Data Center and interfacing with UFMS, several external Grantee public health registry systems, centralized vaccine distributor ERP/SAP system, and vaccine manufacturer systems.

My position was IT Project Manager and Lead for the MISO Executive Services Team. In addition, I was also assigned the role of CDC/OD Information Systems Security Officer (ISSO) and technical monitor for CITS Task #21. I managed a portfolio of approximately 15 computer systems, some of which had agency-wide application. Provided oversight for various IT integration projects and provided IT support for senior management and offices within both the CDC Office of Director and CDC Washington D.C. Responsible for the oversight and support of approximately 66 CDC/OD Internet and Intranet Web representing a wide cross-section of CDC/OD Offices and Programs. I was also a contributing project manager on the Agency-wide NSARs project and associated SDN level III electronic authentication and identity proofing implementation.I consulted and advised Offices and Programs within the CDC/OD on IT application development, integration and/or maintenance issues and interfaced with various other IT development teams throughout the Agency. I provided technical and policy direction to ensure OD systems are compliant with all legal and regulatory requirements, CDC standards and established policies and procedures related to IT resource use.Within my role as the CDC/OD Information Systems Security Officer (ISSO) I provided leadership on matters relating to vulnerabilities and threats to computer systems throughout the CDC/OD and acted as the primary contact for developing and interpreting IT security policy and procedural controls covering physical security, application and data security, system software security, certification and accreditation, contingency planning, and compliance with personnel clearance procedures.

Responsible for the development of new computer application development and maintenance of over fourteen NCHSTP/OD administrative, programmatic and financial applications. This included the analysis and designing of new Web-based .Net and Java systems as well as the ongoing support and maintenance of existing mainframe and client-server applications. I supervised a team of IT technicians consisting of Web developers, technical writer, systems analysts, database administrators, trainers and network/server technicians. Supervisory duties included assigning work, conducting annual performance evaluations, approving leave, recruiting, prioritizing and scheduling tasks, tracking budgets/projections, overseeing software procurement and maintenance and ensuring applicable IT and CDC personnel policies/regulations were adhered to.

Lead Computer Programmer

I was the principle COBOL/FORTRAN computer programmer and systems analyst for the Pediatric Nutrition Surveillance System (PedNSS) and Pregnancy Nutrition Surveillance System (PNSS) within the CDC/NCCDPHP/Division of Nutrition & Physical Activity/Information Management and Statistics Section. The PedNSS is one of the oldest and largest public health surveillance systems within CDC. The system contained over 26 million records on its master file. Records were collected monthly from 46 participating State health agencies and contain information on infants and children receiving services from public health clinics throughout the country. The PNSS system was similar is scope but collected data on pregnant women visiting public clinics and subsequent birth outcomes. Each PNSS record was built incrementally throughout the pregnancy as prenatal, birth and postpartum information becomes available. PNSS was a PC application written "C".
