System engineering, project management and new construction integration.

Project Manager of network, system and audio video systems movement and installation for USFK in Korea. Managing teams doing engineering design, procurement and installation on multiple large projects.

This position is a continuation of the work performed with Crystal Management, LLC on the USFK YRP/LPP Program. During the installation phase of these projects, weekly reporting on installation efforts, review and verification of the install materials meet the project design LOM, mitigate inventory short falls, and coordinate programmatic solutions to emergent systemic issues. Coordinate with the USFK Command on troop movement scheduling and new C4I System and Facility turnover requirements including Operations and Maintenance support.

Working in the C4I Program Management Office the early stages of YRP included work on program, project management, and governance plans developing the framework for the life-cycle of the program. Supported the development of the WBS, schedule and cost estimates for many of the areas in the C4I program. Provided C4I SME input in the development of many of the C4I Agreed Recommendations used as the fundamental framework for the US and RoK government execution of the program. C4I program and project management for all of the large C4I intensive facilities being built on USAG Humphreys including all SCIFs, the Communications Center, the major operations centers, and major command HQs. Oversight of C4I requirements during the facility design phase included coordinating SME review, USFK stakeholder input and end user requirements to ensure mission capability at transition. Working with the Army Corp of Engineers and the A&E firms to address all comments and change requests during the design or in the construction phase. Responsible for verifying the Unit stakeholders mission requirements, design, procurement, installation and turnover plan of the C4I networks and systems required for all the C4I missions. Later stages included periodic project QA/QC review and analysis, unit coordination for mission change impacts, and continued change request processing. Working program cost assessments with USFK and MURO stakeholders. Project management of the matrix of SMEs for infrastructure, networks, systems and all facilities related fields to ensure standards were followed and requirements. Continued coordination with the C4I Intensive units and stakeholders throughout the program life-cycle to ensure mission changes were captured as needed. Supported the group as an SME in areas of Network Management Systems, C4I security related matters, network integration, system development and integration, Program Managed systems and large program processes.

Independent Validation & Verification – Subject Matter Expert, for the Pentagon CCSP renovation project. Validation of the Enterprise Management System, for all core network communications devices in the Pentagon network as well as validating and testing Optical Network infrastructure. Analysis and guidance for test cases, evaluation of test results to baseline data, industry and government guidelines as well as new technology options. Project requirements, verification of solutions provided reviewing for capacity, redundancy, operations and logistic support to the core and mission critical systems.

Data Engineering and OperationsManaged the integration of the DSL services into the Voice products of Primus Telecommunications after the acquisition of DigitalSelect and other data service providers. Operations included global data network locations requiring operations structure supporting data products, network monitoring, provisioning, and trouble ticketing. The focus was a repeatable, measurable standard process so they complied with the need for an auditable, fault tolerant and improvable environment. Engineering included peering and transit connections, capacity analysis, new product testing and roll-out. Projects included MPLS, ATM to POS, NAP network redesign, core POP infrastructure redesign to POS from FE, Softswitch analysis and Network Management Systems.

Network Operations – Directed the operations and engineering teams in a new growing Internet Service Provider in the Mid-Atlantic region. Managed the Network build out, Service provider build out including DSL service infrastructure Email service infrastructure, Web services infrastructure, and Back office systems (ticketing, provisioning, monitoring, and billing). Also supported the growth by developing the Sales engineering support needed for business customers.
