Principal advisor on all matters relating to Regional, Installation, and Integrated Training aboard Navy Installations in the Hawaii Region area of responsibility. Provide the operational direction necessary to support the Fleet Response Plan (FRP) in accordance with the CNIC Shore Response Training Plan (SRTP). Supervised all areas of Region staff functions to include policy statements, coordination with legal, public affairs, Program Objective Memorandum (POM) submissions and Ashore Readiness reporting. Responsible and accountable for establishing Navy Region Hawaii Ashore Training and Readiness policies and practices; allocating resources; managing personnel; and applying risk management to meet Region's mission and strategic goals. Kaneohe Hawaii

Responsible for the supervision prioritization, management, and administration of all personnel assigned to the directorate and all operations and training events necessary to support tenant units training objectives. Managed organizational change, conducted strategic planning and business outreach that enabled more than 69,000 Marines, Sailors, Soldiers, and civilians receive quality training. Responsible for providing managerial oversight for the base operations budget ($1.3M) and developing strategies for operation and training planning issues while adhering to a budget profile. Provided oversight for all range and training area modernization efforts, valued in excess of $30M. Served as the Defense Readiness Reporting System (DRRS) program manager. Developed MCB Hawaii Mission Essential Task List (METLs) and coordinated DRRS submissions. Performed a full range of managerial and supervisory duties to include: assigning work, developing performance plans, evaluating subordinates, providing technical and administrative oversight, identifying and arranging development and training requirements, approving selections for subordinate positions.

Responsible for providing warfighter requirements analysis and recommendations. Applied leadership and management principles and practices to provide oversight, and broad management planning for all matters related to the USMC Expeditionary Force Development System (EFDS) process. Performed the receipt, staffing, submission tracking, monitoring, and reporting of all MARFORPAC Universal Needs Statements (UNS) to include standard and Urgent categories. Reducing turnaround time to 4.8 days while maintaining an average validation rate of 92.7 percent. Processed and averaging of 6.5 new requirements per month, provided the analytical research to support the annual procurement of emerging technology that exceeded $7.5 million. Reviewed 220 individual submissions and developed a taxonomy used by HQMC that resulted in the recommendation of eighty-nine Urgent Universal Need Statements transition to POR. Provided analysis and advice regarding POM and PR initiatives that impact various programs on the current fiscal year budget, reporting current program status/shortfalls to higher headquarters. Provided weekly brief for the Commander Marine Force Pacific (3 Star) on the current status of UUNS. Collaborated with staff to assure integration of plans and strategic goals. Represents the Command at interagency policy, planning, and analysis conferences and meetings.

Served as the Coalition Theater Logistics (CTL) Advanced Concept Technology Demonstration (ACTD) Training Program Manager. Coordinated and provided oversight of all training requirements associated with the CTL ACTD program. Demonstrate the military utility of leveraging automation technology to share logistics information and decision support tools for the full spectrum of military operations. Provided all joint service and coalition partner training . Researched, wrote, and published several in-depth training manuals. Responsible for managing education and training programs to meet specific foreign country needs. Provided technical advice in the assessment of training capabilities, language training, on the job training, mobile team training and training cost studies. Provided impetus and consultation for a Computer Based Training CBT program developed to support CTL ACTD training. Coordinated the CTL ACTD Out-Reach demonstration Program, providing CTL ACTD capability demonstrations to USCENTCOM, USSOUTHCOM, USNORTHCOM, USTRANSOM, and USJFCOM representatives. Selected to serve as a member of the US PACOM J6 Staff assigned to J622 tasked with writing the C4 Campaign Plan. Served as technical expert authority to apply project management principles, practices/tools to develop project plans, schedules/budgets in the creation of the C4 Campaign Plan.

Monitored and provided analysis of all logistical operations within the U.S. Pacific Command to include monitoring of rotational forces, emergent forces (RFFs), Theater Security Cooperation (TSC) assets assigned, allocated/attached and apportioned to Commander, U.S. Pacific Command. Monitored and analyzed all Time Phased Force Deployment Data TPFDD and missions in support of contingency operations.
