Energy Futures Australia (EFA) is a small, highly focused consultancy company founded by David Crossley in 1996. EFA specialises in providing analysis, advice and project management services in relation to: sustainable energy policy and programs; energy policy and planning across all energy forms; and energy industry restructuring and reform.Following David Crossley's retirement, EFA's business registration is still active, but the company is not accepting new work. However, David may be persuaded to come out of retirement for especially interesting and challenging projects.With EFA, David completed more than 70 projects and 150 publications for a broad range of clients across five continents, including governments, regulators, energy companies, industry associations and NGOs.These projects included:• reviewed 250 energy projects carried out under the auspices of the Asia Pacific Economic Cooperation forum (APEC);• represented the New South Wales Government in successfully corporatising the Snowy Mountains Hydro-electric Authority, a large electricity generator in Australia;• directed an international R&D project for the International Energy Agency Demand Side Management Program which investigated the use of DSM measures to support electricity networks;• reviewed a government-sponsored energy efficiency financing scheme in Thailand;• developed the first edition of a Code of Practice on demand side management for electricity distributors in New South Wales, Australia;• provided advice on the implementation of trading in energy efficiency certificates (‘white certificates’) as part of the Greenhouse Gas Reduction Scheme, the emissions trading scheme in New South Wales, Australia;• managed the development of a market and technology roadmap for the Australian solar photovoltaic industry;• led teams carrying out peer reviews of energy efficiency policies in Chile and in New Zealand for the Asia Pacific Economic Cooperation forum (APEC).

The Regulatory Assistance Project (RAP) is an independent, non-partisan, international non-governmental organization dedicated to accelerating the transition to a clean, reliable, and efficient energy future.From 2009 to 2015, David worked with RAP mainly in China, where he managed the provision of technical assistance on demand-side management and energy efficiency to governments, regulators, and the electricity industry. He prepared a series of policy papers translated into Chinese for a local audience on topics including energy efficiency as a resource, energy services companies (ESCOs) as a delivery mechanism for grid company demand-side management, and the use of data platforms to identify and verify energy savings in China. He was also the co-author of the only detailed case study of China’s energy efficiency obligation scheme, published both in English and Chinese.During this period, David also contributed to RAP’s global projects on policies and regulation to increase the sustainability of energy use and supply, authoring studies on designing and implementing energy efficiency obligation schemes, effective mechanisms to increase the use of demand-side resources, and energy efficiency evaluation, measurement, and verification.

Wattwatchers is an Australian private company that designs and manufactures leading edge technology to facilitate energy efficient behaviours.David advised the Board on incorporating learnings from behavioural research into the design of hardware and software products that empower companies and householders to reduce both their carbon emissions and their energy bills.

REEEP is a non-profit international organisation that catalyses the market for renewable energy and energy efficiency, focussing on emerging markets and developing countries.David's responsibilities included: developing REEEP position papers; assessing applications for REEEP funding; identifying opportunities for action by REEEP; representing REEEP at regional and international meetings; and developing and expanding the REEEP contact network.

Environmental Resources Management (ERM) is a leading global provider of environmental, health and safety, risk, and social consulting services.David contributed to a range of consultancy studies carried out by ERM.

David planned and established the Sustainable Energy Development Authority as a new State government agency in New South Wales with a mandate to reduce greenhouse gas emissions through promoting energy efficiency and increased use of renewable energy. He set the initial goals and objectives for the commercial operation of SEDA and acted as Executive Director of SEDA for the first four months of its existence.

David provided advice on environmental aspects of the reform and restructuring of the New South Wales electricity industry. On behalf of the New South Wales Treasurer and Minister for Energy, he negotiated the amendments to the Electricity Supply Bill, which led in New South Wales to the establishment of greenhouse gas emission benchmarks for electricity retailers and requirements for electricity distributors to include consideration of demand side management in their network planning. David chaired the working group which recommended to the Treasurer the establishment of the Sustainable Energy Development Authority and provided advice on the drafting of SEDA’s enabling legislation.

Pacific Power was the monopoly electricity generation and transmission utility in the State of New South Wales, Australia.David was the inaugural senior executive in Pacific Power responsible for demand side management and energy efficiency. He managed the development and implementation of demand side management programs in collaboration with electricity distributors. David wrote the demand side management sections in the "National Grid Protocol", the original design for the Australian National Electricity Market (NEM), published in 1992. He coordinated national policy on demand side management and energy efficiency in the development of the NEM. David was the editor of the report "Demand Management Opportunities in the Competitive Electricity Market" published in 1994. He also chaired the National Committee on Demand Management established by the Electricity Supply Association of Australia.

David developed an Executive Performance Management System for Senior Executive Service officers employed by the Legal Aid Commission.

David advised clients about reducing purchase costs for energy supplies.

David provided executive management expertise to the Australian branch of this international NGO that developed education programs about the role of sustainable development in alleviating poverty and hunger.

Synergetic Management was a management education firm that specialised in developing and promoting management education courses for the public sector.David developed, promoted and presented management education courses.

EPI Consultants provided consultancy services on energy efficiency and energy policy.For the Australian (federal) Government, David developed a series of booklets on energy conservation for local governments. He advised Brunswick City Council on negotiations with the Victorian Government on a new agreement concerning Council’s franchise to distribute electricity. He also carried out a study for Melbourne City Council on improving the efficiency of energy use in the Council’s internal operations.

As the first director of energy planning for the government of the State of Victoria, David established a state-wide energy planning program and managed the development of energy policy and programs across all energy forms. He developed and established processes for formulating comprehensive statements of Government energy policy; carried out the review and coordination of energy policy across all Victorian Government agencies and in liaison with the Commonwealth Government; and achieved the integration of energy policy with other Victorian Government policies.

David initiated and managed three research projects: predicting outcomes of energy conservation policies applicable to householders; developing guidelines for energy conservation in local government (in collaboration with the Municipal Association of Victoria); and identifying barriers to energy conservation by householders which could be addressed through government policy.David was the Australian representative for a major comparative study of energy conservation policies and programs in Europe, North America and Australia.David advised Brunswick City Council on the establishment of a community business enterprise which employed previously unemployed people to thermally insulate the dwellings of low income households.

David undertook PhD research on energy policy and consumer energy conservation behaviour. He carried out the first major study in Australia of the procedures used by governments for energy policy formulation. David also designed and implemented the first social survey in Australia of householders’ knowledge, attitudes and behaviour in relation to energy conservation.

David provided advice to the Energy Authority on the promotion of consumer energy conservation behaviour in the residential sector.
