As part of the Threat Risk Assessment, Capability, Exploration and Research (TRACER) function, responsible for coordinating engagement across the Communications Data (CD) and Lawful Intercept (LI) partnership customers. To ensure that customers are content with the provision of national CD/LI services; they are adequately prepared for the adoption of new national services and their strategic requirement set is reflected within the CD LI service portfolio.

Digital Intelligence And Investigations

Leading a team of over 100 investigators, within this regional organised crime unit, I oversee high risk, serious and complex investigations; driving intelligence and tasking to ensure the best use of resources and deliver exceptional service. I lead on the development of operational intelligence, implementing the streamlining of digital forensic management; ensuring intelligence is rapidly gathered and utilised. My teams include:Regional Cybercrime Team - I serve as the Senior Investigating Officer for cyber crime investigations at a regional, national and international level. I ensure effective use of technology to identify and pursue offenders and generate proactive intelligence in order to identify and mitigate risk; developing innovative techniques that make best use of emerging technologies. Leading a team of specialist officers, I direct the proactive promotion of cyber security advice and guidance to businesses and members of the public on cybercrime preventative strategies and awareness.Regional Technical Surveillance - Responding to the most serious offending, I drive the planning and implementation of technical surveillance deployments across the East Midlands; ensuring adherence to all legal compliance. I am responsible for the coordination of response to national and emergent threats and support investigations into serious and organised crime. I secure capacity to most effectively respond to threat and embed best practice across the organisation ensuring the effective delivery of response to emerging high risk and time critical threat to life situations. Digital and Open Source Intelligence - Leading a £7m programme, I direct the management of digital intelligence and data analytics to challenge serious and organised crime. I ensure the timely and effective delivery of the regional intelligence provision, providing fast time open source intelligence including evidential packages and research to aid prosecutions.

Serious Crime, Criminal Finance And Cybercrime

Serving initially on a force level, I was then selected to join a regional organised crime unit, leading financial specialists, across various teams, in fraud and money laundering investigations. I directed complex gathering of intelligence to support prosecutions in accordance with Proceeds of Crime Act (POCA); driving analysis and research to secure intelligence. I secured significant convictions, cash seizures, restraint and confiscations and developed innovative strategies to manage the rapid expansion of cryptocurrency and its use in criminal activity, nationally and internationally. I developed proactive liaison with financial institutions, partner and government agencies and business establishments, to aid the detection and prevention of financial crime and provided training for businesses to develop awareness around cyber hygiene and cyber security.

Counter Terrorism Intelligence Unit

I delivered counter terrorism safeguarding initiatives through the Home Office project PREVENT, developing links with local authority and community leaders to identify individuals vulnerable to radicalisation. I promoted the effective sharing of intelligence through proactive work across communities, combatting radical narratives and highlighting alternative paths, pressing the benefits of integration, British identity and accompanying freedoms. As the coordinator of the Leicester, Leicestershire and Rutland CHANNEL programme, I provided intervention and support to individuals vulnerable to radicalisation. Meeting with key partners, I built confidence in the project, securing full and effective implementation. I also successfully delivered a Home Office IT system to capture activity across the project and enable robust management of confidential information and promote effective response to national security issues.

Force Intelligence Unit

Responsible for intelligence management across Leicestershire policing; I ensured that threat, harm and risk were appropriately assessed, resourced and reviewed. I managed specialist covert units and intelligence gathering, designing and implementing strategies to support serious and organised crime investigations, ensuring confidentiality, integrity and legally secure availability.

Major Crime Unit

As a Senior Investigating Officer, I led on serious and complex cases including murder and risk to life investigations; driving covert intelligence gathering and the management of highly sensitive, confidential, information. I oversaw the use of the most advanced and sophisticated analytical techniques to establish the identity of individuals involved in serious and organised crime.

After a wide range of training and development, I specialised in detective duties having demonstrated an intelligent eye for detail, enquiry and observation. I investigated a wide range of criminal cases, consistently delivering the very highest standards of evidence.
