About Munawwar Alam

I am a development practitioner with intercontinental experience of 22 years, both at multilateral and bilateral organizations. Currently, I am working in the Resident Coordinator System as Team Leader Strategic Planning/Head of the Office of the Resident Coordinator in Kyrgyzstan. In the immediate past, I worked at the World Bank, Kenya Country Mission. on a project called – Development Response to Displacement Impacts Project (DRDIP II). The project falls under the Bank’s Global Practice of Social, Urban, Rural and Resilience, and the Cross-Cutting Solution Area of ‘Fragility, Conflict and Violence’. In Kenya, I have also worked at the United States Agency for International Development (USAID), Kenya and East Africa as Senior Devolution Adviser (2016-2019). Before USAID, I worked at the United Nations Department of Social and Economic Affairs (DESA), New York. I have also worked for the Commonwealth Secretariat from 2004-2015. I started my career as a civil servant, but always considered myself more of a public entrepreneur rather than public servant. From a civil servant, I became a development practitioner by choice. Now, I have 22 years of cumulative experience in public service and international development.During my journey from conventional to international technical bureaucracy, I have worked with the senior political leadership in developing countries. As such, I have witnessed statecraft from a very close angle and constraints to institutional change. My governance practice includes (but not limited to ) several developing countries in different regions of the world (e.g. Swaziland, Sierra Leone, Sri Lanka, Kenya, Gambia, Ghana, Maldives, Kyrgyzstan and Pakistan) in areas like public sector reforms, governance and decentralization, and development coordination. In international development, I have always strived to blend thematic knowledge with the broader understanding of politics and the public sector. I have written on the contemporary public sector management issues and I am also on the Board of several international peer reviewed journals. It is also my responsibility to encourage UN agencies (resident and non-resident) to optimally contribute to the joint programming and to ensure that all agencies collectively present to the national government and external partners as one. This includes joint resource mobilization and partnering efforts at country level with a diverse range of stakeholders, including other development partners and donors. My work also includes promoting, managing and advising on knowledge management and capacity development, including lessons learnt regarding in-country implementation of SDGs through case studies. It is a multi-dimensional project that combines humanitarian and development approaches to mitigate developmental challenges due to refugees and displacements. The DRDIP II contributes to the World Bank’s Africa Development Strategy (Vulnerability and Resilience), to mitigate the impacts of refugee presence, along the Kenyan border, on vulnerable host communities to improve their resilience and strengthen the capacity of the public sector.The project aims to promote and facilitate governance and institutional linkages between national and sub-national (county) governments and also within the county structures. This requires a nuanced approach to mitigate stress on the host county and communities through better coordination and also pitch refugees’ presence as a strategic opportunity for the county government to promote economic growth. In nutshell, my work entails pairing humanitarian and development initiatives to ensure that the impacts of refugee presence on host communities are not only addressed, but also that area-based development is planned in such a way that both refugees and host communities benefit.
