Provides oversight among academic budgets including creation, productivity, cost and revenue analyses; promotes and enables a culture of data-informed management to determine institutional effectiveness; assists in long-range strategic planning initiatives, including execution of recommendations and the measuring of outcomes; encourages and participates in the development of new academic programs and funding strategies; and encourages incorporation of technological media into coursework. Provides leadership and direction to the offices of Institutional Research and Effectiveness and Academic Technology Services and, in the past, to Information Technology. • Headed a team responsible for all University information technology including Administrative Computing Services, Network Operations and Technical Services, and Academic Technology Services including Instruction Design and Learning Management Systems. • Developed a professional services firm with expertise in IT strategic consulting; project management; digital networks; telecommunications infrastructure; software development and e-business. o Elementum possessed domain expertise in Health Services/Benefits, Dentistry, Transportation, Fleet Maintenance, Home Entertainment, Education, Education, Insurance and Local and State Government.• Worked the business side of telecommunications.o Delivered enterprise-wide, high quality, networked voice, data and video services to multiple customers while containing costs. o Obtained solid value propositions and returns on investment using broadband solutions including wireless, fiber, VOIP, video over IP, Internet-2 and IPv6.o Delivered broadband connectivity within geographic regions where exiting Telco and cable company monopolies would not provide such service. By creating business cases involving community partners and the purchase of converged digital services (voice, data, video) clients were able to choose, from among multiple vendor proposals, the ones best suited to their needs with costs saving often sufficient to pay for changes.o Directed the design, implementation, and operation of KCnet, the first community-based wide area digital network in Pennsylvania, and later Chesconet and YATEC. KCnet estimated that annual operating costs were cut sixty-percent. YATEC realized cost savings estimated to be seventy percent (over $1 million) annually.• Delivered IT aligned to business needs by restructuring business processes and improving corporate bottom lineso Understood the business implications of outsourcing, ERP, CRM, Business Process Outsourcing, ASP, compliance, B2B, B2C, and risk management. o Used outsourcing to obtain both e-mail and broadband enterprise-wide Internet connectivity for about the same cost as a company had been paying to deliver only in-house e-mail services fraught with reliability, support and cost issues.

• Assisted multiple companies in successfully bringing products to market o Generated over $45 million from numerous agencies and private businesses to support efforts centered on assisting regional businesses, IT start-ups, and others with new business development, technology transfer, funding, sales and marketing, product development, quality assurance, CRM and operations.o Designed, implemented and managed state-of-the-art, enterprise-wide Information Technology Facilities including: site acquisition, construction, utilities, operations centers, policies and procedures, resource utilization, performance targets, capacity planning, technology planning, staffing, IT resource acquisition and bidding, and vendor relationships.o Directed the creation, implementation, and operation of four generations of SSHEnet, a broadband enterprise digital network providing data, voice and video services to the State-owned Universities of Pennsylvania. This State-wide enterprise WAN model delivered $18 million in savings over 6 years in network operations, $16 million in savings over 4 years in infrastructure and avoided an additional $2 million in expenses through the use of videoconferencing.o Served as the principal investigator for numerous sponsored research projects from entities such as the Commonwealth of Pennsylvania, Pennsylvania State System of Higher Education, National Science Foundation, US Department of Defense, Pennsylvania Bureau of Management Service, Pennsylvania Department of Education, Pennsylvania Department of Welfare, Ben Franklin Partnership, Hewlett Packard, Bell Atlantic, Novell, Computer Corporation of America, General Electric and others. Efforts included technology transfer to regional businesses; computer literacy at local and State levels for K-12 public school teachers and College faculty; and computer-assisted instruction in mathematics, statistics, computing, English, chemistry and physics.
