The National Board of Health and Welfare is a government agency under the Ministry of Health and Social Affairs, with a very wide range of activities and many different duties within the fields of social services, health and medical services, patient safety and epidemiology.The majority of our activities focus on staff, managers and decision-makers in the abovementioned areas. We give support and exert influence in many different ways:• We collect, compile, analyse and pass on information.• We develop standards based on legislation and the information collected.• We also undertake other official duties such as maintaining health data registers and official statistics.For us, it is particularly important to ensure that people’s need for health and social care is met throughout their lives. We have a comprehensive international commitment, e.g. in relations to health governance and crisis/emergency management within the EU, WHO and the Nordic Council of Ministers, as well as with OECD, UN, NATO, the Council of Baltic Sea States (CBSS) and the European Council. The Board of Health and Welfare also partakes, with other governmental agencies, in realising the goals of Agenda 2030. All WHO countries have a liason officer for health care and medical issuses. In Sweden it is the Government Chief Medical Officer (CMO), which is the Director of the Department of Knowledge-Based Policy of Health Care.

As Special Comissioner to the Swedish Governmental Inquiry into the future national narcotics policy, I am to propose how a continued restrictive narcotics policy can be combined with an effective narcotics preventive scheme, a good care for users and addicts that contains efforts for damage minimization aining to that noone shall die from pharmaceutical or narcotic drug poisoning. The goal for the inquiry is to ensure that the narcotics policy is based on scientific evidence and proven practise and able to evolve to meet present and future challenges.

A system of national quality registries has been established in the Swedish health and medical services in the last decades. There are about 100 registries that receive central funding in Sweden.A national quality registry contains individualised data concerning patient problems, medical interventions, and outcomes after treatment; within all healthcare production. It is annually monitored and approved for financial support by an Executive Committee. National Quality Registers are used in an integrated and active wayfor continuous learning, improvement, research and management to create the best possible health and care together with the individual. Competence centers for the National Quality Registries have been established. In a competence center, several registries share the costs for staff and systems that a single registry could not bear, eg, in technical operations, analytical work, and use of registry data to support clinical quality improvement, and helping to make registry data beneficial for different users.Hence, a continued development of the registries can be assured although the system follows a decentralized model, i.e. each register is governed by a proffessonal collaboration.
