Railway Evolution Sverige Filial (RES) has won a contract to support Transportstyrelsen (TS), the Swedish Transport Regulator, develop their knowledge about the core elements of full railway automation (metros and mainline). RES has delivered its report containing an assessment of the global state of knowledge in railway automation and comparing it with progress and challenges in similar transport industries and in academia. The report has also made recommendations to Transportstyrelsen on what to think about before approaching the regulation of automated railways in Sweden including automated freight traffic in among non-automated passenger traffic. RES will make a presentation of its findings to an audience in Transportstyrelsen later on in 2020.

I am providing Helsinki City Transport (HKL) with independent expert witness services commissioned through DLA Piper (Finland). I am assiting the court the current case in respect of the failed Helsinki Metro full-automation project with Siemens that ran from 2010 to 2015.

Railway Evolution Ltd provides services to the transportation sector spanning regulation and related matters, programme management and asset management for operators and infrastructure owners, safety management, and accident investigation.Railway Evolution Ltd (REL) in the UK has a wholly-owned subsiduary in Sweden called Railway Evolution Sverige Filial (RES).Thomas directs and manages both companies. Currently the majority of the assignments performed by Railway Evolution are in the Nordic region and are done in either the Swedish or English languages.

Providing transportation consultancy services to the global market

Working with Trafikförvaltningen (TF) and Lloyd's Register to benchmark TF's current asset management habits and performance against ISO 55000, and to recommend a course of action suitable for TF to grow and enhance their abilities and asset management outcomes. The final report (in Swedish) setting out my assessment of Trafikförvaltningen (a formal asset management maturity assessment acording to Institute of Asset Management's assessment process) has been delivered and accepted by TF. In addition to the maturity assessment it contains a number of recommendatrions setting out a proposed action plan to help TF improve the performance of its managed assets.

I am helping Trafikverket with their asset management capability assessment and subsequent activities at national level for road, rail and information technology . In Aug 2017 I completed Lloyd's Register's formal report to Trafikverket giving them an assessment of their management capability. I then revised and enhanced the report at their request in Septemeber 2017. I am doing this work as an associate of Lloyd's Register in Sweden.

I was commissioned by MTR Nordic at short notice to make a comprehensive safety review of their main line railway businesses in Sweden comprising MTR Nordic, MTR Pendel, MTR Express, and Emtrain. I led a team of three professionals (including myself) who conducted a five-week independent investigation into a number of safety matters that had caused the Swedish Safety Authority (Transportstyrelsen) to issue two successive improvement notices (föreläggande) in Aug and Oct 2017. My team and I reviewed all main-line railway operations at MTR in Sweden (including maintenance), established and ranked deficiencies, established causal and contributory factors, conducted a suite of risk assessments and drew up a set of recommended actions to resolve the main deficiencies identified. We were given complete access to all part of the business while conducting our investigation which was done in Swedish.The recommended actions were presented to MTR Nordic’s board as a six-month rolling plan designed to promote continuous improvement of their main-line railway safety performance. The board adopted the recommendations and the plan as their own and asked us to assist them shape its replies to the safety authority.The safety authority approved both of MTR Nordic’s separate submissions to them and confirmed that they met all the requirements in both notices. MTR Nordic is now implementing the recommendations in the plans they submitted to the safety authority. I am continuing to support MTR Nordic from time-to-time with advice on the recommendations.I would like to add that it was an honour to be given the urgent and important commission by MTR Nordic, a pleasure to work with so many capable, dedicated and resourceful people in MTR, and wonderful to support them go for such a significant and demanding change in such a short time. As a member of the MiW team my main assignment was to SL Stockholm Metro's programme for the Red Line Upgrade as an advisor to the programme manager and her management team working across all disciplines and also to the programme's sponsor. During this period I assisted with strategic matters at MiW as well as two larger peices of work besides my main asignement to SL:I was the thrid-party independent assessor for the X74 capability enhancement for MTR Express. The X74 non-tilting passenger train was granted permission to run at increased cant deficiencies up to 180 mm by Transportstyrelsen in time to enable the rescheduling of Timetable 2018 to include a new category of trains operating at this higher intermediate cant deficiency. The timetable saving of around ten minutes between Stockholm and Gothenburg also increases operational reliability by enhancing MTR Expresses ability to recover from operational disturbances.I have also written a paper for Trafikverket in Swedish on a wide range of operational and procurement aspects of radial steering bogies and tilting trains to help them set their policy for track access charges. The paper explores what efficiencies may be gained for what cost.

I had the great pleasure of working for Storstockholms Lokaltrafik (SL) as a senior member of their programme for the Red Line metro upgrade (RLU). I was an advisor to the programme manager and her management team working across all disciplines and I also advised the programme sponsor including managing the RLU Executive Board (comprising SL, Ansaldo STS, Bombardier and MTR) on behalf of them both. In addition I was the leader of the System Assurance team for the RLU programme for one year. SL is upgrading the passenger experience and increasing capacity on the Red Line by introducing a wireless CBTC traffic management and control system, new trains (C30), new and upgraded depots, and is assessing routes to introducing fully automated traffic on the Red Line by 2025.

I worked on a number of railway projects for Effect Advisory Railways Services including delivering four research and advisory papers to Qatar Rail on railway legislation and regulatory matters through an assignment given to Effect Advisory by SERCO. Qatar Rail is in the process of setting up the national railway regulator for Qatar.

I was the independent national railway accident investigator in the Kingdom working for the Railways Commission with sole responsibility for the Accident Investigation Division. I designed and set up the accident investigation processes and procedures (including notification, deployment, investigation, and reporting), liaised with all the operational railways in the Kingdom, decided on the SRC's response to notifications, conducted investigations into all serious major accidents, and conducted training of personnel in accident investigation.I also developed an interface with the new Aviation Investigation Bureau in Jeddah and with Civil Defense, a key stakeholder and first responder to railway accidents. I carried on supporting the Regulatory Division of the Railways Commission with safety regulation work - for example conducting the field safety review of the Al Mashaaer Al Mugaddassah metro in Makkah during Hajj 1434 and writing the SRC's review report.I attended the International Railway Safety Conference (IRSC) 2013 in Vancouver as the Railways Commission's representative; I was session chairman and moderator of the seventh conference session.

Responsible for setting up the safety regulator and accident investigation parts of the new Railways Commission in the Kingdom of Saudi Arabia, the independent railway regulator, accident investigator and standards setting authority.From Aug 2012 I focused solely on safety regulation of the SRO and on completing the first national railway accident investigation (derailment of an SRO passenger train on 27 June 2012) as an advisor working for the new Head of the Railways Commission.

Assessing and supporting National Accident Investigation Bodies (NIBs) in 27 European countries, including setting up accident investigator training for all NIBs. Liaising on and explaining TSIs for accident investigators in 27 NIBs. Developed a European capability maturity model for NIBs.

I was responsible for a team of four inspectors in Derby and their investigations. I also conducted accident investigations myself, including holding the lead investigator role on the Grayrigg accident (23 Feb 2007). I qualified as a Network Rail Controller of Site Safety (COSS) and became RAIB's field trainer and mentor for new COSSes.

I worked in a variety of positions on global railway rolling stock design projects in Vehicle Dynamics Engineering, Project Engineering, Product Engineering, R&D, and Technical Sales and Bids with team responsibility in Sweden, Denmark, UK, and Germany. I was Vice President Advanced Engineering at Adtranz Global HQ, Saatwinkler Damm, Berlin, from 1998 to 2000; Director of Advance Engineering, Metros Division from 2001 to 2003; and Director of Project Engineering, LUL Projects, Metros, 2003 to 2004.

I performed aerodynamic performance calculations for the SAAB 340 regional airliner and created graphics for the Airplane Flight Manuals for the European, Australian, and North American regulatory regimes.

Completed General Naval Officer Training at the Britannia Royal Naval College, Dartmouth, in April 1980 including three months at sea in HMS Intrepid (DTS). At sea in HMS Argonaut (we were Captain of the F7 Frigate Squadron and completed Operational Work-up stationed at Weymouth and Gibraltar) May - Aug 1980. I was a junior officer under training. Completed a BSc in Naval Engineering at the Royal Naval Engineering College (RNEC), Manadon, Plymouth, Sep 1980 - July 1983. Selected in 1983 for the Air Engineering Branch of the Royal Navy. Set up and ran the Thunderer Gliding Club 1982-1983 for members of RNEC Manadon. Resigned from the RN at my own request in August 1983.
