Railway Evolution Sverige Filial (RES) has won a contract to support Transportstyrelsen (TS), the Swedish Transport Regulator, develop their knowledge about the core elements of full railway automation (metros and mainline). RES has delivered its report containing an assessment of the global state of knowledge in railway automation and comparing it with progress and challenges in similar transport industries and in academia. The report has also made recommendations to Transportstyrelsen on what to think about before approaching the regulation of automated railways in Sweden including automated freight traffic in among non-automated passenger traffic. RES will make a presentation of its findings to an audience in Transportstyrelsen later on in 2020.

I was commissioned by MTR Nordic at short notice to make a comprehensive safety review of their main line railway businesses in Sweden comprising MTR Nordic, MTR Pendel, MTR Express, and Emtrain. I led a team of three professionals (including myself) who conducted a five-week independent investigation into a number of safety matters that had caused the Swedish Safety Authority (Transportstyrelsen) to issue two successive improvement notices (föreläggande) in Aug and Oct 2017. My team and I reviewed all main-line railway operations at MTR in Sweden (including maintenance), established and ranked deficiencies, established causal and contributory factors, conducted a suite of risk assessments and drew up a set of recommended actions to resolve the main deficiencies identified. We were given complete access to all part of the business while conducting our investigation which was done in Swedish.The recommended actions were presented to MTR Nordic’s board as a six-month rolling plan designed to promote continuous improvement of their main-line railway safety performance. The board adopted the recommendations and the plan as their own and asked us to assist them shape its replies to the safety authority.The safety authority approved both of MTR Nordic’s separate submissions to them and confirmed that they met all the requirements in both notices. MTR Nordic is now implementing the recommendations in the plans they submitted to the safety authority. I am continuing to support MTR Nordic from time-to-time with advice on the recommendations.I would like to add that it was an honour to be given the urgent and important commission by MTR Nordic, a pleasure to work with so many capable, dedicated and resourceful people in MTR, and wonderful to support them go for such a significant and demanding change in such a short time. Thank you to everyone at MTR for your openness and willingness to make the transformation and I wish you every continued success.

As a member of the MiW team my main assignment was to SL Stockholm Metro's programme for the Red Line Upgrade as an advisor to the programme manager and her management team working across all disciplines and also to the programme's sponsor. During this period I assisted with strategic matters at MiW as well as two larger peices of work besides my main asignement to SL:I was the thrid-party independent assessor for the X74 capability enhancement for MTR Express. The X74 non-tilting passenger train was granted permission to run at increased cant deficiencies up to 180 mm by Transportstyrelsen in time to enable the rescheduling of Timetable 2018 to include a new category of trains operating at this higher intermediate cant deficiency. The timetable saving of around ten minutes between Stockholm and Gothenburg also increases operational reliability by enhancing MTR Expresses ability to recover from operational disturbances.I have also written a paper for Trafikverket in Swedish on a wide range of operational and procurement aspects of radial steering bogies and tilting trains to help them set their policy for track access charges. The paper explores what efficiencies may be gained for what cost.

I had the great pleasure of working for Storstockholms Lokaltrafik (SL) as a senior member of their programme for the Red Line metro upgrade (RLU). I was an advisor to the programme manager and her management team working across all disciplines and I also advised the programme sponsor including managing the RLU Executive Board (comprising SL, Ansaldo STS, Bombardier and MTR) on behalf of them both. In addition I was the leader of the System Assurance team for the RLU programme for one year. SL is upgrading the passenger experience and increasing capacity on the Red Line by introducing a wireless CBTC traffic management and control system, new trains (C30), new and upgraded depots, and is assessing routes to introducing fully automated traffic on the Red Line by 2025.

I designed and set up the accident investigation processes and procedures (including notification, deployment, investigation, and reporting), liaised with all the operational railways in the Kingdom, decided on the SRC's response to notifications, conducted investigations into all serious major accidents, and conducted training of personnel in accident investigation.I also developed an interface with the new Aviation Investigation Bureau in Jeddah and with Civil Defense, a key stakeholder and first responder to railway accidents. I carried on supporting the Regulatory Division of the Railways Commission with safety regulation work - for example conducting the field safety review of the Al Mashaaer Al Mugaddassah metro in Makkah during Hajj 1434 and writing the SRC's review report.I attended the International Railway Safety Conference (IRSC) 2013 in Vancouver as the Railways Commission's representative; I was session chairman and moderator of the seventh conference session.
