Mr. Lanoue, a Principal at Civil & Environmental Consultants, Inc., has over 29 years of experience in solid and residual waste, civil, environmental, and geotechnical projects. Mr. Lanoue has prepared numerous permit applications for contiguous and non-contiguous landfill expansions for municipal solid waste, construction & demolition debris, and residual wastes. Residual waste projects include captive landfills for manufacturing and power generation clients. His permitting experience includes the design of engineered systems including conceptual grading plans to optimize landfill airspace and soils balance, composite liner and cap systems, leachate management system, gas management system, and surface water controls. He oversaw the preparation of permit narrative, design calculations, and drawings. He assisted in evaluating wetland impacts and hydrogeologic conditions. He has also prepared permit applications for transfer stations, surface water discharges and air emissions.Mr. Lanoue has been involved in the design, permitting, construction and monitoring of gas collection and control systems (GCCS). He has experience with determining landfill gas generation and the design of GCCS including vertical wells and horizontal gas collectors, piping including vacuum, air and force mains, valves, condensate sumps and blower/flare stations.Mr. Lanoue has been involved in numerous landfill construction projects. Lorain County Ii Landfill - Oberlin, Ohio

Mr. Lanoue was the District Engineer for BFI's Lorain County II Landfill in Oberlin, Ohio and Ottawa County Landfill in Port Clinton, Ohio. He was responsible for compliance, construction management and permitting for landfill expansions and modifications at each landfill. He also performed annual and 5-year budget forecasting.
