The AMEDD provides all health services for the US Army world-wide. 75,000 employees in over 100 locations. Among my accomplishments are these:• Across frequent military leadership changes, I drove consistent change within the enterprise IT function, developing strategic plans, managing their implementation, developing subordinate action plans, tracking performance and communicating achievement of strategic objectives. • To facilitate the efficient integration of military healthcare delivery across the Army, Navy, and Air Force, I redesigned the annual educational conferences to combine separate service conferences into a single educational event. This conference now attracts well over a thousand participants. • In order to help the AMEDD deliver more effective IT services to their internal customers, I pioneered approval of the role of the Army’s first Chief Medical Information Officer (CMIO), along with IT governance policies, portfolio management and business intelligence crucial to its success.

Delivered multiple projects to the AMEDD. Directed a financial team that deployed financial systems and provided extensive corrections to civilian payroll in support of the CFO. Simultaneously led a marketing and strategy team that supported the AMEDD CIO. • My team resolved thousands of payroll discrepancies, saving the US Army Medical Department well over $20 million. We identified comprehensive system fixes to prevent future waste and recurrence. • With outstanding end-user acceptance, my team delivered a new budgeting system to encompass all subordinate activities involving hundreds of end-users. We completed this on-time and in-budget.• I reorganized and expanded educational offerings to better align business and IT strategy, expanding both demonstrations and labs. The corresponding rise in vendor participation led to a 20% increase in attendance and high satisfaction ratings by attendees.• In closing the AMEDD’s Fitzsimons Army Medical Center, I developed and led an urgent large project to microfiche all electronic medical records for permanent archiving.

Responsible to formulate Army medical policies on healthcare finance and financial implementation of the TRICARE benefit across the Army.• To support implementation of the new DOD TRICARE benefit, I developed and implemented a radically new capitation budget model to change the funding paradigm from fee-for-service to population health. This model saved the taxpayer over $40 million in 3 years. • To automate the manual Chart of Accounts, I led the project team through the final phases of development and into the deployment phase of the Expense Assignment System III (EAS III).
