Primary Responsibilities: - Provide career development and professional guidance as an Operations Lead (OL) for a direct‐report staff of 17 individuals- Provide environmental compliance support through the preparation of operational permits and incident response for a broad range of industrial manufacturing and upstream oil and gas (O&G) clients- Build teams of technical experts and project staff to address unique project or program needs- Facilitate client with return to normal operations post incident or discovery of environmental condition, and minimize subsequent regulatory liability, operational loss, and public relations challenges - Develop planning and guidance documents to ensure project delivery excellence through consistent and technically defensible work approaches (documents address sampling and analysis techniques, application of appropriate analytical methods, data evaluation, and data management) - Oversee the preparation of technical reports for regulatory review including work plans, sampling and analysis plans, operational plans (i.e. Stormwater Pollution Prevention Plan [SWPPP/SW3P] and Spill Prevention, Control, and Countermeasure Plan [SPCCP]), remedial/corrective action plans, compliance schedules, and closure plans/reports- Track proposed, pending, and new regulations/guidance to maintain a current understanding of federal, state, and local regulatory requirements that may impact compliance approaches and operating costs

Primary Responsibilities:- Develop and implement internal environmental regulatory compliance programs under EPA, ADEQ (TCEQ equivalent), and Pima County DEQ- Oversee the preparation of compliance plans, permit applications, and regulatory reports for air quality, municipal solid waste, reclaimed water, stormwater, pollution prevention, and industrial wastewater programs- Provide assistance to waste generators to resolve disposal issues associated with waste characterization- Manage 38 wastewater permits, 3 aquifer protection permits, 4 stormwater permits, and 16 air quality permits, including a Title V Permit for Municipal Solid Waste Landfills (MSWLF) - Perform inter-departmental safety and environmental inspections, and regulatory audits of city facilities- Provide reporting support for citywide Tier II chemical inventory program- Oversee the development of information and data management systems- Serve as liaison between city departments and regulatory agencies - Train staff from various departments in environmental compliance requirements- Track proposed, draft, and new regulations/guidance to maintain a current understanding of federal, state, and local regulatory requirements - Provide comprehensive compliance support under the following programs: CWA, CAA (NSPS/NESHAP & greenhouse gas [GHG]), NPDES, AZPDES (TPDES equivalent), EPCRA, and RCRA/CERCLA- Maintain proficiency in National Incident Management System (NIMS) through Multiagency Coordination System (MACS) and Incident Command System (ICS) training

Primary Responsibilities:- Provide regulatory compliance support, which includes data tracking, waste stream management, identification of impacted media and contaminant sources, and facilitate clients with entry into appropriate cleanup programs - Conduct Hazardous Building Material Surveys and Phase I Environmental Site Assessments for properties ranging in complexity from single-acre commercial facilities to large-scale industrial facilities - Perform technical damage assessments under FEMA Public Assistance Program, including the identification of hazard mitigation opportunities and evaluation of federal funding eligibility for applicants - Coordinate remedial investigations/feasibility studies to address nature and extent of subsurface contamination - Evaluate regional solid waste disposal trends for the purpose of improving local solid waste management practices and facilitate code development - Provide expert witness support services through review of technical documentation and depositions, development of technical exhibits, and preparation of expert witness testimony for professional witness
