I am responsible for the analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, guidance, and control for contracting activities within DC Public Library.

Providing cost savings and expense reduction consulting services to businesses, helping businesses save and recover money on their expenses.

Coordinate and manage projects of all units within the General Service Office (GSO). Serve as the Embassy's Contracting Officer for the procurement and contracting of all International Cooperative Administrative Support Services (ICASS) agencies and units. Coordinated with the Department of State's Office of the Procurement Executive to draft, solicit and award new contracts for health and life insurance for Embassy Abidjan's locally engaged staff. Monitor and maintain internal controls to safeguard against waste, fraud, and mismanagement. Coordinated with the Department of State's Bureau of Diplomatic Security and the Office of the Procurement Executive to amend and modify Embassy Abidjan's local guard contract. In collaboration with the Financial Management Officer (FMO), determine that ICASS counts are regularly reviewed and submitted on time.

Conduct weekly supervisor meetings with Mission leadership management as key to improved GSO Customer Service Standards; Responsible for the exchange of arms control and security building notifications supporting over a dozen treaties and agreements involving over 50 countries via six (6) international communications networks. Processes incoming notifications via the following communications networks: Organization for Security and Cooperation in Europe (OSCE); Organization for the Prohibition of Chemical Weapons (OPCW); Prepares accurate French-to-English translations. Ensures accuracy and treaty compliance of outgoing United States Government (USG) notifications, coordinating with US military and other experts.

• Research the ISO standards and their applicability to each A/ISS/DIR program.• Consult with each A/ISS/DIR section as well as outside contractors for ISO consulting and certification.• Convene meetings with individual section heads, the A/ISS/DIR Office Director and outside contractors on the status of ISO 9001:2000 certification process.• Ensure that A/ISS/DIR complies with Federal law and USG policies concerning ISO 9000:2000 certification.

• Supervised procurement, shipping motor pool, warehouse and housing operations. • Drafted the standard operating procedure (SOP) for shipping operations and revised the SOP for the procurement section.• Arranged with the Yemeni Government official clearance and transport of newly purchased official vehicles for the United States Mission to Yemen.

• Supervised daily operations in the property management, reproduction and motor pool sections. • Arranged the motorcade for Secretary of State Colin Powell’s visit to Marrakech, Morocco in December 2003. • Led team from the GSO section to provide disaster relief and logistical support to earthquake victims in northern Morocco in December 2003. • Served as Interim Management Officer at the United States Consulate General in Casablanca, Morocco, June – July 2003.

• Served as chief of the consular section, responsible for processing applications for non-immigrant visas.• Primary point of contact between the U.S. Mission and the American citizen community in the Central African Republic.• Conducted monthly economic reporting and analysis of the Central African economy.
