Chief Information Officer for VSE Local Area Network (LAN) and Wide Area Network (WAN), Managing VSE’s Network with a $9 Mil budget, and managed 32 employees, supporting over 2700 users world wide, and established requirement for planning, deploying and maintaining a VSE’s network. Introduced the concept of Service Management, which plays an essential role in the creation, and continuing operation of a LAN/WAN network. Implemented and completed a Windows 2003 upgrade, within budget, and on schedule, Directed database design and perform systems analysis, manages access controls to network and database systems. VSE Program Support for CECOM R2 Project Office, Managed design, implementation and support for the R2 Multimedia Center, Manage cost, schedule and deliverables for this $1.7 Million, 2.5 year program. Identified qualified teaming partners and negotiated teaming agreements to provide design, prototype development, etc. Developed capture plans in preparation for proposal development. Develop new business through direct sales. Conducted market research to identify new business opportunities. Promote and sell present engineering and logistics services to increase the revenue of current contracts. Provide competitive intelligence affecting current or new business opportunities. Provide technical support for business affairs. Comprehensive knowledge of quality management system processes, familiar with functionally of QMS documentation, has identified in task management plans, quality plans, and the records listed in procedures and work instructions required.

Managed daily contracting support and operations for the Direct Reporting Program Manager, Advanced Amphibious Assault Program (DRPM AAA). Functioned as contracting officer’s representative for a $3 million network support contract. Providing technical guidance and daily requirements. Managed invoicing and payment of over 10 government contracts.. Managed daily operations in customer service and comprehensive technical support to over 90 program personnel in the DRPM AAA NT/Lotus Notes Network. Developed and managed a cost effective, highly productive, quality web site for DRPM AAA. Providing a Internet commutation capability for the DRPM AAA and over 12 DOD agencies, along with 14 contractor supporting DRPM AAA. This was done with certified 128 bit capability. Identified and evaluated new equipment needs and negotiated best value procurements. Engineered, designed and developed the system and equipment architecture for the DRPM AAA Network. Managed the government procurements of automated data processing equipment (ADPE). Conducted vendor negotiations for hardware and software valued in excess of $750K. Managed a $74K per year micro purchases program using government IMPAC cards. Functioned as onsite subject matter expert for the development of the new Advanced Amphibious Assault Vehicle being procured by the United States Marine Corps.
