I have worked on peace and security issues since 1991, starting with the Cambodian peace process. I worked closely with the UK Government, the OECD-DAC, the EU, the UN and other donors on development of the SSR policy agenda. I have analysed and advised on security reform processes in some 20 conflict-affected countries in Africa, Asia, Latin America and the Middle East. I have extensive experience in managing large research projects, evaluating donor assistance, designing SSR programmes, and facilitating security transformation processes. I helped to facilitate both the Uganda and Burundi security reviews and lesson learning around these processes. More recently, I led major evaluations of the EU’s SSR programmes and it support for the African Peace Facility, and advised the UN SRSG in the Central African Republic on developing a “road-map” to stabilise the security sector . I have also recently advised the UK Government on its SSR engagement in Myanmar.
