As the Director for Risk Advisory Services I lead the grants management service offering across State and Local Government. My primary focus with Grant Thornton's grants management work has been FEMA's Public Assistance programs in the States of New Jersey, New York, Texas and Florida along with FTA Compliance Monitoring in Virginia.

As a manager with Grant Thornton I was responsible for the review, analysis and development of program and process management controls and operational improvements; providing technical knowledge and expertise to review and make recommendations to improve/streamline grant management and fiscal processes to insure the accountability of all funding uses. As part of a professional service contract Grant Thornton provides performance and program monitoring and project management services.

As the Department of Environmental Protection’s chief financial officer I have been responsible for the implementation, execution and management of New Jersey’s Department of Environmental Protection (NJDEP) annual operating budget ($200 million) and capital improvement program ($100 million). This responsibility has included the integration of programmatic budget needs, strategic directions and financial solutions. As a result of Superstorm Sandy I became responsible for the development of a management structure to identify, maximize and manage federal funding sources for New Jersey’s Rebuilding and Recovery efforts; participated in the development of an internal reporting system to track recovery/rebuilding projects and support the State’s reporting requirements to federal accountability systems; and established the process and procedures to insure the necessary internal controls were in place to oversee grant compliance requirements.I have been responsible for the interpretation and analysis of state and federal appropriation laws; meeting with federal funding partners and understanding their individual grant programs; participating with the Governor’s Office of Rebuilding and Recovery. I have assisted in the development of RFQs and served on the Evaluation Committees recommending the award of Hurricane Sandy debris removal contractors, monitors and project manager. From 1997 to 1998 I served as the Chair of the Core Team, a group of mid-level managers, responsible for NJDEP’s first department-wide process reengineering effort. In conjunction with same, I participated in the development of DEP’s first Strategic Plan and drafted and submitted NJDEP’s Quality New Jersey Application in 1997. In 2000 I participated in the Department’s Baldrige Work Group responsible for drafting the Leadership and Strategic Planning components of the 2000 Governor’s Award for Performance Excellence Application
