Previously, Eamon supported DSG’s State Department contract “Technical Services in Support of the Annex of Statistical Information for the Annual Country Reports on Terrorism” Specifically, Eamon was responsible for the planning and coordinating the administration of a new global terrorism events database. Eamon was responsible for the development of information systems, including applications of machine learning and text analytics, as well as databases that ensure accurate, appropriate, and effective use of data, including database definition, structure documentation, long-range requirements, and operational guidelines. Among his many accomplishments on the project was conducting all data analytics and visualizations in SPSS, Excel and Tableau for the “Annex Of Statistical Information 2019” to US Dept of State’s “Country Report on Terrorism 2019”. Additionally, he was able to achieve highly significant speedup in processing CrimeSolutions.ojp.gov screening activities using text analytics and machine learning strategies from emerging technologies.

Stood up the IT program in 2009 in response to the growing needs of the center's research and development needs. Engaging START’s research community by conducting an initial consultation regarding IT needs and the role of IT in improving research transition. IT Staff Development: Hiring and managing an IT staff of application developers, graphics designers, and desktop support assistants. Designing and implementing standard IT project and program management protocols pertaining to requirements discovery and change management procedures. Formal requirements documentation and business intelligence analysis for in-house development and outsourcing via institutional Procurement Office's RFQ process for both infrastructure and software applications. Compliance tracking of outside consultants with specifications and SOW with original requirements. Responsible for communicating meeting agenda and task follow-up on all IT issues for both online applications and IT services from third party service providers. Management and oversight of desktop support for the center’s 8 labs (82 machines) and 60+ staffBudget management of facilities, infrastructure, hardware procurement, software procurement (including licensing), and IT services. Third party vendors and service providers include: VMware Inc., Hewlett Packard Enterprise, Dell Corp., Amazon Web Services, Mathworks Cloud Computing, The Canton Group, IBM Blue Softlayer Technologies.Working with third party IT service providers and research project staff to ensure that federally funded research projects are FISMA (DHS) and NIST 800-171 (DoD) compliant in their application of information technology security protocols.
