Eamon was seconded to TRA Bahrain from Bahraini law firm, HRAK, in January 2006 and became TRA's permanent Director of Legal Affairs in April 2007While at the TRA Eamon was responsible for the oversight and application of the TRA’s powers, licensee compliance and enforcement, as well the TRA’s internal functions Eamon was fortunate to work through one of the most exciting periods of the telecommunications market liberalisation in Bahrain and the Gulf region generally. Through this he has been directly involved in most of the major headline issues that arise in liberalising telecommunications markets, including • the introduction and application of a reference interconnection and access regime on the Bahraini incumbent • local loop unbundling• number portability• spectrum auctions and spectrum migration• review of at least 12 mergers and acquisition clearance applications• assisting in review of proposed telecommunication sections of free trade agreements between Bahrain and EU• investigations into allegations of regulatory and competition breaches• drafting enforcement orders against operators determined to be in breach of the Telecommunications Law or their Licenses• the defence of the first full hearing of a challenge of TRA decision, ordering the incumbent to allow access to its submarine cable landing station• managing all aspects of eleven challenges against TRA decisions in processes under the Bahraini Telecommunications Law since 2005Eamon was also responsible for drafting or advising upon the drafting of numerous regulations, guidelines, position papers and other legal instruments, relating to• Number Portability• Retail Tariff Notification• Mast Sharing• Lawful Interception• Frequency Migration • Prepaid Sim Card Registration• 2.4 GHz and 5 GHz Frequency Licensing• Local Loop Unbundling• Price and Non Price Discrimination• Treatment of Confidential Information • The regulatory treatment of VoIP in Bahrain
