UAS RDT&E

Recruited as the Executive Director to advance the integration of Unmanned Aviation Systems (UAS) across all fields of use while assisting the Federal Aviation Administration with the resolution of issues pertaining to the integration of UAS into the National Airspace System (NAS). Leads all NJ UAS activities in support of the mission of the FAA Modernization and Reform Act of 2012. Currently, the New Jersey Unmanned Aviation Systems Test Site (NJUASTS) facilitates unmanned aerial research flight campaigns of UAS from less than 50 pounds up to and including 600 pound Class III Department of Defense systems. Under my broader mission, as the Executive Director of the NJUASTS I support economic development through corporate and academic users wishing to fly UAS missions that demonstrate technology development and novel applications of the technology, advancement of UAS platforms and applications design, bringing new sensor, communications and other payload functions into flight operation and other flight activities.Successfully established over 26,000 square miles of complex operational airspace through multiple FAA Certificates of Waiver or Authorization (COA’s) allowing the operations of Unmanned Aviation Systems flight campaigns within the National Airspace. Technologies include unmanned aerial cellular payloads, oil pipeline monitoring, shore-to-ship-to-shore medical relief supplies deployment, structural health monitoring, agriculture/land surveying, hyperspectral imaging, wetlands assessments, airborne emergency response and natural disaster coastline monitoring.

Key responsibility for development of market segments for unmanned aerial systems & engineering support including the design, development and manufacturing of Unmanned Aircraft System (UAS) suitable for aerial surveillance flight campaigns supporting complex academic research initiatives, battlefield intelligence & reconnaissance operations, as well unmanned aerial communications systems tied to undersea threat surveillance systems

General Manager of the Drexel University Applied Communications and Information Networking Center. The ACIN Program is the largest Department of Defense RDT&E technology incubation and commercialization Center Of Excellence within the United States. Individually responsible for federal agency Program Management and Business Development exceeding $100M in RDTE communications & information networking systems and contracts, client relationship management including the Department of Defense, federal agencies, academia, and political stakeholders. Responsible for the development, award and program management of all Drexel University Other Transaction Agreement (OTA) efforts in support of the Department of Defense, the Federal Aviation Administration, Homeland Security, as well as numerous large and small DoD focused corporations. Responsibilities include budget analysis, DoD and federal agencies business development. Successfully managed over 50 engineering design and development Task Orders resulting in 100% on-time deliveries. Effectively developed inside-the-fence relationships with key personnel within critical military contracting and program management channels resulting in Task Order Award cycle times being reduced from an average of six months or more down to one month. Successfully developed numerous participant company capture strategies, risk analysis, proposals including red-team reviews, and assisted all with active contracts management. Developed programs and secured Federal and DoD funding in support of numerous initiatives including military dismounted soldier communications systems, battlefield frequency management software, training, and communications systems, modeling and simulation programs. I developed and was the lead capture strategist for a sole-source OTA contract subsequently generating additional revenues $36M within 15 months.

Organizational management of the Drexel ACIN Camden Center. Develop new lines of business for partner companies within the Department of Defense, Homeland Security, the Federal Aviation Administration, DARPA, etc. Initiate and manage IDIQ contracts, management of government procurement process on behalf of partner companies, lead proposal review teams, mentor companies on pre and post award management and performance cycles. Assist Drexel academic research community with proposal reviews, business and contacts development, Research and Development Test & Engineering programs multi - disciplinary organizational management, contract award process management.

Promoted to General Manager from Vice President of Operations for this vertically integrated military electronics warfare and communications systems corporation. My operations and manufacturing facilities were comprised of 500,000 sq ft of combined military systems manufacturing, research and development, systems engineering, test, and product qualification operations. Responsibilities included manufacturing operations, corporate P/L, cost proposals, capture management, as well as full Mil-Std test and qualification facilities. Primary systems included surface ship and airborne communications systems, shipboard and airborne ISR systems, underwater sensors, radar systems, airborne data-links, aviation threat emulation systems, active and passive EW and surveillance systems, electronic countermeasures, airborne threat characterization and neutralization systems, surface and subsurface threat identification systems, and high-energy intelligent underwater mines. Client technology support also focused on EW/COMINT/ELINT systems and subsystems.Directly supported numerous Business Development efforts resulting in successfully capturing a $25M contract supporting a complex Naval system development program leading to the establishment of a dedicated 65,000 sq/ft systems support and qualification facility for the U.S. Navy. Responsible for all operations activities including facilities construction, engineering, manufacturing, finance, legal, program management, administration, test, quality, business development, and facilities.

Leveraged extensive Federal client subject expertise while managing sophisticated software product lines and program management. Participated as a senior advisor to the Strategic Alliance Board and Senior Leadership Team by re-focusing core capabilities toward the expansion of D&B's Federal market segments.Responsible for Business Development for a highly complex software product line achieving $20M in 1st year revenue. While working with the D&B Strategic Alliance Board I was responsible for software development efforts as well as the negotiations and execution of a new D&B Joint Technology Ventures

Director of Quality - Directed a team of 35 Quality Engineers, In-Process Inspectors, Test Technicians, and Qualification Test Engineers while maintaining direct oversight for systems test and qualification activities. Responsible as the signature of authority for all contract deliverables including systems, data, failure analysis, and financial reports.

Director of Program Management, Integrated Program Management Teams - P&L responsibility multiple signals intelligence platforms for Naval Airborne LAMPS HAWKLINK, Over-the-horizon Secure Communications and Data Links, Airborne Threat Emulation Systems, Anti-Submarine Warfare (ASW) and Electronic Warfare (EW) programs. Efforts focused on GOTS/COTS technology insertion, installation services, legacy systems and obsolescence support, systems RDT&E, manufacturing, shipboard installations and extensive customer presentations.

P/L responsibility for the design and production of multiple high volume systems and PCB assembly product lines. Products supported were secure communications systems including military satellite systems, high data-rate satcom receivers, voice recognition systems and large-scale computing mainframes

Responsible for the re-development and qualification of commercial non-destructive structural health monitoring systems to surface ship Flight-Line Certified Test Systems for the US Navy. Managed the re-application of COTS test equipment including all qualification testing to meet complex shipboard flight-line RF requirements.Implemented a comprehensive closed loop Quality Assurance and Control System, coordination and direction of all manufacturing activities, and maintained direct oversight of Procurement, Production Control, Stores and Logistics. Technologies included Eddy Current, Acoustic and Ultrasonic, and Resistivity Test Equipment

Management of highly complex Air Force and NAVAIR Programs utilizing airborne microwave systems including Integrated Frequency Modulators and Digital Frequency Discriminators, Airborne Electronic Warfare and Radar Warning systems
