Experienced with finances, rates and structures, public complaints and notices, bond financing and ratings, capital improvement projects, environmental review processes, labor relations and negotiations, retirement and benefit analysis, organizational development, public outreach and many other public governance issues. Battalion ChiefCity Of Carlsbad - Fire Department Sep 1986 - May 2012Responsibilities include managing the Department’s Technical Rescue, Hazardous Material Response, and Equipment Purchasing programs. Department Liaison to North-Com Dispatch JPA and CFFJAC program. Routine activities include functioning as the incident commander for emergency incidents and other significant events in addition to supervision of the six fire stations and their respective crews. As the Department Training Officer (2007 - 2008), initiated activities directed towards a regional approach to training planning and delivery. Initiated the Department’s conversion to computerized record keeping for training activities. Revamped the Department’s standard for the probationary year and revised the probationary manual to match. Pushed for compliance-based training planning with cooperation from the City’s Human Resources Department. Managed training budget and set priorities. Developed and supervised multiple training academies. Acting Division Chief – Operations during 2007 fire storm – participated in County-wide resource allocation decisions, coordinated Fire Department’s response via the Department Operations Center and liaison with the City’s EOC.
