Oversaw the Engineering Department with 63 employees which consists of the Transportation Division (Transportation Planning, Traffic Engineering, Survey, and Design sections) and the Flood Control Division (Watershed Planning, Environmental Services, Right of Way, and Design sections). The Engineering Department administered over a $250M capital budget.

Oversaw all public works operations with 8 employees and a current budget of $11.5M ($10M capital and $1.5M operations). Rebuilt the engineering division by hiring all new staff, streamlining procedures, and overhauling the capital program. Aggressively garnered grants to quintuple funding towards capital projects. Shepherded Measure K, a one-cent local sales tax initiative in 2012, to fund the successful pavement management program, increasing the Pavement Condition Index from 49 to 74. Project Director for the 2016 Sinkhole (failed 8’ diameter storm drain culvert) and the 2017 Temporary Canyon Road Bridge (replace landslide damaged bridge) emergency projects. Developed asset management plans for buildings, parks, streetlights, and storm drain infrastructures. Led a Proposition 218 Property-Related Fee in 2018 to address stormwater, flood control, and cleanwater needs but failed by a slim 69 votes.

Director of the Engineering Services Department consisting of the Engineering, Wastewater, and Stormwater branches. Managed 30 employees and administered a budget of $48.5M ($24.2M capital and $24.3M operations). In addition to absorbing the Capital Project Manager's responsibilities, oversaw the operations and maintenance of a wastewater treatment plant and sanitary sewer/stormwater collections system and industrial pretreatment/stormwater programs.
