Functions as a legal technician gathering requisite evidence from medical, military, community and other sources to support benefit determinations. Is a decision-maker weighing the evidence and applying the controlling laws and regulations. Reviews, analyzes, and examines claims and applications, as well as, makes administrative decisions and special determinations relating to qualifying military service, character discharge, domestic relations, homicide, presumed death, line of duty, willful misconduct, corpus of estate, and violations of the U.S. Penal Code. In addition, determines eligibility for clothing, adaptive equipment, and automobile allowances. Makes determinations relative to domiciliary care, and basic eligibility for vocational rehabilitation.

Performs administrative duties by overseeing the divisions of Financial Aid, CALWORKS, Extended Opportunities Programs & Services (EOPS), and Disabled Students Programs & Services (DSPS). Monitors and oversees budget preparation of each program and works with administrators, faculty, staff, community, and state funded organizations on collaborative relationships to enhance services and secure funding. Serves on a myriad of committees to enhance student support services for the college.

Performs a variety of administrative duties related to the planning, development and implementation of an effective grants program for the college; develops and coordinates the dissemination of information related to external funding; provides grants writing, budget preparation, and other forms of technical assistance to administrators, faculty and staff in securing funds from public and private funding agencies; and develops and maintains collaborative relationships with community agencies and organizations related to external funding opportunities.

Upward Bound Coordinator. Fresno City College; Fresno, California. Under the general supervision of the Associate Dean of Counseling and Guidance, responsible for administrative and fiscal management development of student support service grants; budgets; curriculum; establishment of recruitment and retention strategies to empower multicultural secondary grade “at-risk” students to pursue a post secondary education; hired certificated instructors, tutors, and administrative staff; evaluated personnel performance; conducted programmatic seminars at secondary grade schools throughout the community.

Fresno City College; Fresno, California. Part time instructor, responsible for establishing curriculum to empower college students to develop desirable work habits; coordinated with career counselors on career awareness strategies; conducted employment on site visits.

Fresno City College; Fresno, California. Extensively authored an intensive state-funded summer program to empower youth in gaining work skills for two consecutive summers. Twenty “high-risk” secondary grade students worked with the campus Disabled Students Program & Services Program. Students worked with the physically challenged in the areas of weight gait classes and aerobic swimming mentors. The in kind grant funded project enabled “high-risk” students to contribute a positive contribution to the college and community. I also monitored administrative and fiscal management, hired certified part-time staff, as well as, collaborated on applicable curriculum involving effective methods for establishing employment retention strategies for the students.

Under this exemplary four month contractual Interjurisdictional Program (IJE), provided me an opportunity to expand my knowledge of community college system in the area of distance education. Assigned under the auspices of the Instructional Resources and Technology Division, was assigned as a Special Advisor, for the newly developed California Virtual Campuses (CVC’s). Developed and clarified operational objectives for the California Virtual Campuses (CVC’s), and reviewed grant proposals from community colleges applying for funding in the area of distance education and regional centers. Additionally, I coordinated with the CVC’s to coordinate staff and faculty training for the development of distributed educational on-line courses. The California Virtual Campuses (CVC’s) is funded by the California Community Colleges and is budgeted in excess of $2.9 million. The CVC served as a gateway to technology mediated distance learning courses.

King of Kings Employment and Training Program; Fresno, California. Coordinated and negotiated permanent employment in the public sector for economically disadvantaged/unskilled applicants facing severe barriers. Planned, coordinated, and directed staff workers under Title IIA, of the Job Training Partnership Act (JTPA). Managed screening, administering TABE Assessments, counseling, and job development.

(Rank: Captain). Authored contingency support planning and war support planning documents. Coordinated with base support agencies on feasibility/capability studies. Analyzed manpower management and resource allocation documents. Coordinated and negotiated on the refurbishment and condemnation of United States Air Force Base Facilities.
