Led assembly/negotiations with team including 28 subconsultants, development of technical proposal, cost proposal, and quality control. • TxDOT North Houston Highway Improvement Project (NHHIP I-45) Design-Build Project: Pursuit Phase Design Manager leading design team prep of qualifications phase for successful shortlist on $6B urban reconstruction of 24 miles of freeway throughout the Houston CBD. • Edmonton LRT Valley Line West: Marigold Infrastructure Partner: The partnership included Colas, Parsons, Standard General, Francl Architecture, Fast & Epp and Stantec. Ed implemented the risk assessment during the winning pursuit phase for this 9-mile, $2.6B P3 project.

This was the completion phase of the $1B DFW Connector project I started up.• LaGuardia Airport Central Terminal Building Replacement Project: design joint venture Engineering Manager on $4 billion, 35-year P3 joint venture partnership of Parsons Brinckerhoff/HOK design, Skanska and Walsh construction, and Vantage Partners operations. Responsible for day to day management and coordination of the design and architecture by Parsons Brinckerhoff and HOK. assuring interdisciplinary design among partners is on schedule, fully coordinated, cost efficient, and adapted to client needs.

Since joining in 2000 portfolio contains more than $300 million in engineering fees for major projects delivered under his direct management as PM, DM, or Deputy PM on notable achievements including: • Illiana Expressway Illinois P3 Advisory Team, Preliminary Engineering, Tier 1 and Tier 2 EIS Illinois and Indiana: Project manager for fast-track delivery of preliminary development for the $1.5B 47-mile toll road on new alignment. Organized and led a bi-state production team of over 300 staff working out of 10 Parsons Brinckerhoff offices, and managing 14 subs. Also served as DPM for P3 procurement to carry forward turn-key delivery and introduce P3 to the Illinois DOT. • I-69, Sections 2 & 3, Oakland City to Crane, Southwest Indiana: Project Manager for delivery of 53 miles of new interstate alignment using innovative fast track delivery program designed and open to traffic within 3 years, including the letting of 13 separate contracts (seven design-build and six design-bid-build). • Prairie Parkway: Project Manager for Phase I preliminary engineering and EIS for 36-mile freeway on new location connecting I-80 and I-88. The management of a large project required creative communication, financial and documentation systems to manage a team that included 13 subconsultants and a multitude of reviewing authorities. • I-290 Eisenhower Expressway Reconstruction—Mannheim Rd to Cicero Ave, Cook County, IL: Project Manager for Parsons Brinckerhoff on Phase I preliminary engineering and EIS for the $1.6 billion reconstruction and widening of 7-mile segment of extremely congested urban freeway. The project includes rail and transit facility reconstruction. • Legacy Parkway, Salt Lake, Utah: One of two section managers for delivery of the $240 million, 14-mile design-build freeway constructed on new alignment under a fast-track delivery process constrained by the start of the Winter Olympics. The time from beginning of design to start of construction was 6 months.
