Developed procurement statistics and reporting. Set goals, objectives and manage approximately 28 personnel. Manage subcontract risks and mitigations, compliance requirements and budgets.

Commercial/Contracts responsibility and authority for the Magnox Nuclear Power Stations and the Maentwrog Hydroelectric dam located in Wales. The Wylfa Site is the UK’s largest active Nuclear Power Generating Station and the Trawsfynydd Site is in accelerated decommissioning. Member of both sites management teams. Responsibility includes all Commercial applications, Contracts, Procurement, Stores, Supply Chain Management and Socio-Economics. Manage site contracts which included all aspects of contracting, negotiating, writing, reviewing, approving and terminating. Oversee Procurement departments from cradle to grave; from make/buy to the early development of subcontract strategies, tendering, assessment, major subcontract supplier negotiations, risk mitigation and IP to implementation, oversight, execution and final close-out. Manage 34 personnel, establish and monitor functional performance goals. Ensure budget, schedule, compliance and performance reqts are met. I was brought on board to move BNG from that of owner-operator to a Tier 1 contractor, while integrating and utilizing commercial processes into all aspects of procurement and contracting. FY 2006 results: total contractor awards £57,331,021.00 ($113,515,422); Savings £31,556,967 ($62,482,795). Utilizing commercial methodologies my direct area of responsibility experienced savings of 55% against budgeted values. During the 3 years at Sellafield, I decommissioned more facilities then in the previous 20 years.

Sr. Contracts & Commercial Manager

The Senior Contract & Procurement Manager for the privately financed commercial initiative to design, develop, build, commission and license the $660M Advanced Mixed Waste Treatment Project (AMWTP) and the ultimate sale of the facility to the Department of Energy (DOE). Manager of the Contract, Procurement, Supply Chain, Logistics and Warehouse Departments. Ensure budget, schedule, compliance and performance reqts are met. Organize and manage the staff and establish and monitor functional performance goals. Primary point of contact with the DOE customer on all contractual matters. Participate in the proposal strategy and development of multi-million dollar cost proposals. Lead negotiations and implement new contracts and modifications. Provide guidance and training to the contract administration, procurement and warehouse staff. Work with technical managers to define requirements and scope of the project, and construct procurement models to implement directives within the project and contract framework. Negotiate and administer changes to the contracts, including the issuance of contract modifications, notification of changes, requests for equitable adjustment, exercise of options and resolution of disputes. Prepare and present Quarterly review to corporate management. Contract Manager involved in the sale and transition of the facility to the DOE.
