Lead the development of the Engineering Change Proposals and Ship Alteration Package for the implementation of the EW TI-16, TI-18 and TI-20 Upgrades to the Virginia,688I, SSGN and Seawolf class submarines. Coordinated Design Working Groups between various communities (SUBMARINE Force, SHIPYARD, Program Office, Manufacturers and COE). Generates engineering analysis, prepare program briefs, reports and correspondence, and provide recommendations. Provide technical direction and input to the engineering team for configuration of the design for the new Electronics Surveillance Measures (ESM) suite and of the hotel space that is intended to support Carry-On-Equipment (COE) suites for Electronic Intelligence (ELINT) and Communications Intelligence (COMINT) augmentation suites. Duties include: complimenting the engineering team by providing expertise definition and conduct of ship check efforts, definition of sources and design Nuclear Planning and Execution System (NPES) interfaces required for COE systems (i.e. navigation, time/frequency standard, RF distribution); designing and defining operator ergonomic and utility arrangements for permanent and COE ESM/ELINT/COMINT suites; researching the Advanced Tactical Information System (ATIS)-based ship’s drawing index to support TEMPALT/SHIPALT development; preparing and maintaining EW Ships Modernization Schedule visual presentations for the management of installation of production systems and retrofit upgrades of the EW systems on the SUBMARINES FLEET; demonstrating vast knowledge of the maintenance process, installation and integration of electronics systems and submarines; performing employee supervision, training, motivation, and development; supporting program/project management, budget planning and administration, cost control and reduction; serving as the Alteration Installation Team (AIT) leader for installation of AN/BLQ-10(V)2 on USS Hampton (installation included redesign of hotel space for various COE systems); conducting ship checks and providing reports, presentation materials and drawings to document findings and recommend design resolutions; coordinating Multifunction Modular Mast (MMM) installation on-board 688I platform; maintaining consistent and productive relationships with NSWC-Philadelphia, the Shipyard, and Program Office members
