• Oversee the development and management of the department’s complex $200m operating and $500m capital budget.• Lead efforts in developing and maintaining the 5 year strategic business plan for the Engineering Department.• Responsible for the development and implementation of the Engineering Departments financial and project reporting standards, policies and procedures.• Directs and administers the Engineering Estimating and Scheduling group in support of the Department’s annual capital program, which consists of 400+ projects costing approximately $500 million, implemented by about 200 Project and Task managers• Oversees the Planning, integration, and scheduling of Amtrak resources required to accomplish short and long-range programs and projects from conceptual design to project implementation and closeout within scope, schedule and budget.• Acts as the key liaison with the Engineering sub-department heads throughout the system, as well as intra-departmental and external clients in regard to planning and budgeting activities.

Responsible for directing and guiding the financial activities of Amtrak’s Engineering department.

Responsible for the oversight of all aspects of project controls within the Capital Infrastructure and Equipment Department.

Responsible for NEC High Speed Rail financial activities: including budgets, cash flow, financial reporting and disbursements.

Responsibilities included cash flow forecasting, cost reporting, commitment management, contract status, and disbursement management.
