• Overall task was to analyze and complete internal and external modernization of the Maryland Motor Vehicle Administration (MVA) Project Core. • As a consultant working on Project Core on the Mathtech Inc. team, responsible for developing the entire set of Maryland SDLC- and CMMI-compliant IT processes for the Maryland Motor Vehicle Administration IT and PM groups. This task involved understanding the MVA IT environment, working with MVA teams and State government groups to determine how they perform work and developing and training a complete set of approved processes.• In addition to developing the MVA’s SDLC, also developed a Process Improvement program for constantly evaluating the new SDLC and making and gaining approval for updates to the entire lifecycle model.• Evaluated and created a Quality Assurance auditing function to monitor and support improvement of SDLC processes. In addition, defined, trained and rolled out the Quality Assurance Test function.• Working with consulting team and MVA to define and document MVA business processes, leading towards total modernization. Acted as a Team Lead for the Foundation Team, a team of 10 MVA employees that will work with the system modernization vendor when chosen. Worked with this team to finesse 550+ business processes, forms, business rules and associated materials to prepare for the complete overhaul of the MVA system.

Working with Centers for Medicare and Medicaid customers, was process lead for a team of 200 developing CMS-related software.

I manage Quality Assurance, Configuration Management, Six Sigma Initiatives and Process Development/Improvement. Solipsys has chosen to follow CMMI as a process guideline.

For a short period, I was hired to bring process and CMM-concepts to this web-development company for Fortune 1000 companies. The company changed hands and downsized.
