I managed the operations of The Federal Trade Commission. I oversaw strategic planning; accountability reporting; technology, human, real estate, and financial resources. I managed the agency's relationships with other federal agencies, including the Office of Management and Budget and the Office of Personnel Management, and sat on the Executive Committee of the Small Agency Council, which includes all other independent federal regulatory agencies.

I oversaw the agency's operations and developed strategies to improve management-employee relations, strengthen the leadership and management capacity of career executives, and better measure performance improvement.

I led the Federal Trade Commission's largest enforcement and policy bureau through the transition from the Bush to Obama administrations. The economic recession began just before I assumed this role, requiring an immediate shift of focus in the Commission's consumer protection work to focus on consumers who were most vulnerable as a result of the downturn.

I worked with the Commission's divisions and regional offices to develop and implement law enforcement, regulatory, and outreach plans addressing priority consumer protection issues. I also led the agency's hearings exploring emerging technology issues in the consumer marketplace.

I led the largest enforcement division in the FTC's Bureau of Consumer Protection. In addition to managing a large litigation docket, I led the team that created and implemented the FTC's Do Not Call rule and registry, and numerous additional regulatory efforts. I was given the rank of Distinguished Executive by President Clinton, and received the Service to America Medal, for my work during this period.
