Outcome Budgeting and Performance Management:• Coordinate the City’s annual performance-based budgeting process • Assemble and train inter-agency teams of City personnel to serve as Results Team members who assess service proposals in context of priority and performance to develop budget recommendations• Serve as liaison between Finance Department and senior City officials on matters relating to the annual budget process• Prepare guidance and instruction documents that agency officials use in developing budget proposals• Coordinate the City's OutcomeStat initiative, aligning strategic planning, Outcome Budgeting, and performance management (CitiStat)Fiscal Analysis: • Build fiscal assumptions for multi-year budget plans for an agency portfolio totaling up to $732 million at a time; agency portfolio has included Departments of Transportation, Recreation & Parks, Parking Authority, Environmental Control Board, and Planning• Coordinate fiscal assumptions and manage spending for City’s Snow Budget, including FEMA reimbursement process for blizzard of January 2016• Complete various fiscal analyses including: cost to City of closing for snow day; cost to operate each City Recreation Center and restructuring agency budget to reflect center-based costs; payment structure and establishment of new Bike Share fund; and history of Transportation Capital funding• Serve as the liaison between the Department of Planning and Finance in development of the City's $524.5 million Capital Improvement ProgramInnovation Program, Strategic Planning, and Community Survey:• Co-manage the City's Community Survey• Serve on Mayor's IDEA Team- Innovation Fund and Lean Government subcommittee• Complete Lean Government training through Intermediate Level, including completion of A3 project to improve the City's Appropriation Adjustment Order process• Serve as part of City team for our What Works Cities engagement
