Developed and refined the Innovations brand of publications, which highlighted creative strategies to improve health care quality, enhance patient experiences with care, and lower costs in areas such as: Medicaid managed care; medication therapy management; health information technology; chronic disease prevention and management; care transitions; and patient safety. Brought Innovations publications into the digital age through videos, webinars, and podcasts. Developed, coordinated, and moderated national conference sessions based on Innovations content.

Co-chaired a policy work group to analyze and summarize public comments on the proposed Health Insurance Portability and Accountability Act (HIPAA) rule governing the privacy of individually identifiable health information. Drafted sections of the preamble for the final rule (45 CFR Parts 160 and 164) and portions of the published response to public comments. Managed HHS-funded research projects and supervised production of reports.

Managed state policy division of health policy and research department; supervised staff; reviewed and edited materials for distribution to AHIP member health plans.
