Senior Ethics Attorney for DOT Headquarters employees, providing expert advice on Standards of Conduct, conflicts of interest, financial disclosure and ethics training to senior DOT employees.

 Coordinate OGE 278 program for the Air Force – providing definitive guidance on Air Force OGE 278 policy, tracking compliance of public filers with financial disclosure report deadlines, instructing ethics counselors on report review, and ensuring Headquarters Air Force reports are reviewed in a timely manner. Provide ethics advice on criminal conflict-of-interest statutes, Standards of Ethical Conduct, Joint Ethics Regulation, Procurement Integrity Act, and Hatch Act matters to Headquarters Air Force personnel, including SES, General Officers and political appointees. Advise General Officers during nomination for promotion and retirement processes, including providing support on divestiture of financial interests in accordance with Senate Armed Services Committee rules. Train field-stationed JAG attorneys in financial disclosure review and provide expert guidance on Government ethics matters. Educate Air Force employees in Government Ethics laws and regulations, including giving regular initial ethics orientation briefings to incoming Pentagon personnel, and briefings to retiring senior officials on post-employment rules and laws. Act as Air Force liaison to DoD workgroup for the Army-created Financial Disclosure Management (FDM) online electronic financial disclosure program and workgroup for implementation of the Stop Trading on Congressional Knowledge (STOCK) Act.

 One of six subject matter experts nationwide – provided definitive guidance on Government Ethics laws, regulations, and financial disclosure matters to field-stationed attorneys. Managed conversion of agency financial disclosure system from paper-based to electronic reporting;planned and supervised rollout of chosen software program in stages.  Instructed approximately 100 attorneys and paralegals and over 8,000 filing employees in use of e-filing system; provided technical advice to system users.  Acted as Office of General Counsel liaison to electronic financial disclosure software contractors and VA Information Technology staff; participated in product planning process with other agencies that use system. Advised VA employees on compliance with the criminal conflict-of-interest statutes, Standards of Ethical Conduct, Procurement Integrity Act, Hatch Act, and other conduct-related legal requirements; provided expert advice on financial disclosure matters. Assisted Presidential appointees with Senate Confirmation process, including preparation of financial disclosure reports and crafting of ethics agreements. Educated VA employees in Government Ethics laws and regulations. Reviewed Government Ethics programs at VA’s regional legal offices nationwide.
